B-Brussels: CBRN manual techniques course
CBRN manual techniques course. General: The EDA has a project team (PT) dedicated to enhancing capability in chemical, biological, radiological and nuclear explosives ordnance disposal (CBRN EOD). Within the PT are several work-streams including, manual neutralisation techniques (MNT), mitigation, dual individual protection equipment for CBRN and explosives and a great deal of conceptual work. Within the manual neutralisation work-stream there is an EDA initiative to run a pilot training course for CBRN MNT. This will act as a catalyst for Member States to initiate their own capability. Background: CBRN IEDs present the EOD operator with a particular challenge in that in most circumstances the functioning of the device and the subsequent release of the CBRN agents will be unacceptable. As a result, the use of remote techniques is not generally acceptable and it is necessary for an operator to approach a device and render it safe by hand. Manual neutralisation teaches the best possible methods for dealing with such devices. Detail: The EDA will provide a CBRN manual neutralisation course for up to 12 selected individuals from Member States, to act as an introduction to the concepts taught. The course is anticipated to last 3 working weeks (15 days) and should teach the basics of stabilising, diagnosing and rendering a device safe, manually. The trainers should be experienced IEDD operators with an in-depth understanding of CBRN MNT including all of the required safe operating procedures. Security: The tendering phase and performance of the contract will involve the handling of national or EU classified information up to the level 'Secret' requiring protection in accordance with EU Council Security Regulations set out in Council Decision 2001/264/EC and relevant national security laws and regulations applicable to the contractor. 10/25. Domestic gas installation, maintenance & repairs. Tamworth Borough Council has a positive stock retention strategy following tenants rejecting stock transfer in 2008. Its Landlord services manages 4 545 properties of which 3 800 have gas installations or appliances that are either mains or LPG/calor. However contractors should have the capacity to increase this should estates, currently all electric, move to gas as part of the utility and fuel efficiency programmes. Contractors should note that the Council can not guarantee future levels of revenue or capital investment beyond the initial medium term financial forecasts. However it should be noted that the future of social housing finance is under review and council housing finance reform is likely during the duration of the contract. This could mean the requirements and levels of investment will increase and the contractors should demonstrate capacity for this. Similarly any review of finances may result in the funding available to this contract being reduced and as a result no guarantee can be given as to the minimum value of work to be issued under any part of this contract. The successful contractor shall not be responsible for the repair of solid fuel, electric and non-gas installations and appliances, which currently includes all the 6 high rise blocks in Tamworth.
