Atherton leisure centre. London Borough of Newham (the contracting authority) wishes to appoint a suitably experienced economic entity (that could be a consortium) to deliver a new or refurbished public leisure facility (including swimming pools, health and fitness and other facilities), housing and potentially other uses incorporated on the site of the Atherton Leisure Centre, 189 Romford Road, London E15 4JF, UNITED KINGDOM. The successful economic entity will be responsible for the design, planning, construction (including enabling works and potentially demolition and site clearance) of the entire development and long term management or disposal of non-leisure elements that will be constructed through appropriate land agreement of part or all or the contracting authority's land interests. The contracting authority has freehold title over the entire site and is willing to consider granting the successful economic entity a leasehold interest as part of the contract for such period as is commensurate with whatever is constructed on the site. The contracting authority will contribute financially to the cost of the leisure centre but the successful economic entity will be expected to provide a solution that achieves best consideration for the contracting authority's land, including the potential for the contracting authority to receive an initial upfront capital payment and/or to share in the value generated by the non-leisure uses. At the time of placing this notice the regeneration of the centre is subject to a public consultation exercise the results of which will not be known until the end of March 2012.
