Management of the IT information and communication environment for Coreso. Coreso (coordination of electricity system operators) is a subsidiary incorporated by the TSO's Terna, 50Hertz, National Grid, RTE and Elia. Coreso has commissioned RTE for selecting an outsourcing partner for the management of their information and communication environment. The IT environment is located across 2 sites: at the premises of RTE (France, Lomme) and the Coreso offices (Belgium, Brussels). This implies that the bidder should be able to provide services on – site. For monitoring and business as usual management Coreso requires the bidder to use a permanent and secured VPN connection over the internet. The objective is to provide a high level of System availability 24/24 and 7/7 (hardware, software, network and Communication infrastructure located in Lomme and Brussels, including the link between these 2 sites), ensuring that Coreso's applications and data can be accessed and handled by users to perform normal daily functions. The bidder will be in charge of the proper functioning of the IT infrastructure taking in account the Coreso IT security rules. The tender will cover the following domains: — Business as usual (BAU) management, — Incident management, — Problem management, — Change management, — Integration of new services. 1.1. Overview of Coreso functional environments: Coreso IT environment is split in different domains depended of the provided functionality. 1. RCSC: The regional coordination service centre or RCSC mission mainly focuses on providing Coreso's shareholders (representing over 40 % of Europe's population) coordination services in relation to the risk prediction associated with the operation of the grid; 2. CTCS: On 21.11.2006, a new mechanism known as market coupling (or implicit auctions) was adopted to allocate daily capacities on the France-Belgium and Belgium-Netherlands interconnections by simultaneous use of the 3 countries' market order books, replacing the previous system of explicit auctions this project was called trilateral market coupling (TLC). Market coupling is a mechanism used to integrate electricity markets in different physical areas while requiring minimal changes to the local arrangements. Market coupling replaces a 2-step process: a daily explicit auction of transmission capacity followed by the day-ahead energy markets. Market coupling integrates transmission allocations and energy trading, removing many of the inefficiencies at the day-ahead stage. On 9.11.2010 the Central Western European market coupling (CWE) was launched, replacing the trilateral market coupling. The CWE region is also linked to the EMCC coupling of Germany and Denmark throughan interim tight volume coupling. The connection of NorNed to the CWE Market Coupling was introduced on 12.1.2011, linking the liquid Norwegian day-ahead market to the wider Central West European power market. This project involving all the TSO's and stock exchanges of the CWE region, has finished its first stage being a ATC based market coupling implementation. The IT and communication infrastructure needed for this market coupling with the power exchanges is partially hosted at Coreso and partially at SSC the security coordination center in Germany. Together they form a global redundant platform to guarantee zero down time; 3. Office: To facilitate the Coreso staff, office functionality is provided and shall also be supported and maintained by the bidder. — Internet connection: Redundant internet access is available protected by a redundant firewall and allowing staff to connect remotely via VPN connection. — Laptops: Every staff member has a laptop, bidder is responsible for maintaining and updating the hardware, OS, installed software and security measures (anti- virus, VPN connection software). — Mailbox: A cloud based mail server is used with possibility to connect via outlook (MAPI) and access to the mail via Iphone/Ipad synchronization. — Phone management, — A CISCO VOIP redundant telephone solution is implemented; bidder shall be responsible for monitoring the telephone servers and providing 1st level support in case of malfunctions.
