UK-Leicester: educational equipment
Synthetic Phonics Products - 959PADD. Educational equipment. Teaching equipment. Teaching supplies. In 2011 the UK's Department for Education (DfE) launched a programme to support the use of systematic synthetic phonics as a way of teaching reading to children in the approximately 16 000 primary schools in England with Key Stage 1 pupils. The programme offers each of these schools up to 3 000 GBP in 'match funding' to assist in the purchase of suitable systematic synthetic phonics products and associated specialist training and support services. To support the programme, DfE engaged the Eastern Shires Purchasing Organisation (acting as a member of and on behalf of the Pro5 group of UK professional buying organisations) to establish framework agreements covering the supply of suitable systematic synthetic phonics products and training to all eligible establishments in England. Products and training that were successful in being selected for these frameworks were assessed by DfE for compliance with their systematic synthetic phonics criteria, and included in a catalogue which was produced specifically in respect of the phonics initiative. This was completed in 2011. Suppliers now have a second opportunity to have new items added to the DfE list of approved products that schools may purchase using their match funding. An online listing of these additional lines will be produced as a supplement to the current catalogue at the earliest opportunity following the award of both this (959PADD) and a supplement to 959T Systematic Synthetic Phonics training (959TADD) which is to be tendered concurrently with this tender. A full colour printed catalogue which integrates the successful products and training with the original items on framework 959P and training from 959T will be in schools at the beginning of the Autumn term 2012. In respect of this tender, depending upon their unit value and suitability, some products will be purchased in bulk and stocked by ESPO and other Pro5 member organisations, for onward delivery to schools. Other products will be supplied directly to individual schools by the supplier, in whatever quantities are required in each case. In all cases, orders will be placed by ESPO or the relevant Pro5 member organisation, who will also be responsible for payment to suppliers. Note that the training and support services requirement of the DfE's phonics programme is addressed by a separate tender exercise which is being carried out under Part 'B' of the services element of the Public Contract Regulations. Whilst initially for use by local authorities served by the Pro5 Group (see http://www.espo.org/index.asp?CMD=PRO), being Central Purchasing Bodies as defined by the EU Combined Procurement Directive 2004/18/EC, the Framework Agreement may also be open for use by the following classifications of user throughout all administrative regions of the UK: Local Authority Councils; Educational Establishments (including Academies); Police, Fire & Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords. Contract for the provision of a leisure facility management system. We are looking to acquire a leisure facility management system for Cheshire East to improve the efficiency and cost effectiveness of our service delivery. Cheshire East Council's leisure facilities consist of 15 leisure facilities serving a population in excess of 362 000 people. The facilities have a combined annual attendance of almost 3 000 000 people, a figure that has been increasing year on year. Planned facility improvements should ensure that attendance figures continue to increase. The facilities vary in size from small dryside only facilities to large regional standard wet and dry facilities. Facilities include stand alone and dual use centres. There is also the aspiration within the Council to harmonise services which could result in the leisure facilities hosting other services, including adult day care services, and become lifestyle hubs.
