UK-Belfast: diving services
PSNI underwater search unit. Provision of underwater search services to the Police Service of Northern Ireland (PSNI). In 2006 as a result of a strategic review of the underwater search provision within PSNI, it was decided by senior command to "outsource" the diving and working in confined spaces (WICS) capability to civilian service providers. Such an approach is in accordance with "workforce modernisation", a policy driven by the Home Office, which aims to have police officers returned to front line duties. In more specific terms, the PSNI search manual, which is fully compliant with the Association of Chief Police Officers (ACPO) search manual outlines the functions of the underwater search unit as follows: "The primary function of the unit is to extend the capability of investigation of crime into the underwater environment by enabling the forensic recovery of proceeds of crime and the underwater forensic examination of potential crime scenes. Such activities include: 1) The recovery of human remains from: (a) Water to a depth not exceeding 50 metres. (b) Confined spaces. This includes spaces where there is a consideration that entry has the potential for death or serious injury from explosion, fire, exposure to toxic substances or suffocation due to a contaminated atmosphere. (c) Contaminated environments – whether because of suspected crime, accident or suicide. This includes houses/buildings containing bodies in advanced stages of decomposition. 2) Searches of confined spaces or potentially hazardous environments where breathing apparatus is or may be required. 3) Recovery of property of high value or proceeds of crime. 4) Searches of ships' hulls for the illegal importation of drugs etc. in conjunction with HM customs and excise. 5) Assistance to responding agencies, such as the Maritime and Coastguard Agency, Royal National Lifeboat Institute etc".
