UK-Dundee: smart cards
Supply of Smartcards. As part of the Customer First (CF) initiative, the Scottish public sector has implemented a National Entitlement Card (NEC) scheme, which provides the facilities for each Scottish citizen to have a public services multi-application smartcard as a means of accessing public services. The Scottish Government (SG) sponsors the NEC with local government (the 32 Scottish councils) being the delivery agent. The Improvement Service (IS) coordinates the council operations along with Dundee City Council (DCC) which delivers a managed service to support council users and council developments, other potential users / developments, and to manage the third party contractors who provide goods and services to the NEC. Examples of the major services which are underpinned by the NEC scheme include Transport Scotland (TS), which provides free or concessionary travel to more than a million Scottish citizens (all buses in Scotland are fitted with ITSO compliant smartcard reading ticket machines); Scottish local government which provides non-ITSO services such as school catering, library, leisure, transport services; Young Scot which provides added retail benefits and concession to 12 – 26 year olds; parts of Scottish Government such as Justice which provides a national Proof of Age service for retailers (part of the accredited PASS scheme). Currently, there are 1 700 000 cardholders in Scotland (with the likelihood of this number rising to around 2 000 000 with the implementation of the Kidzcard for 5 - 12 year olds in primary schools). To ensure continuity of both ITSO and non-ITSO services accessed with the NEC, this tender is to set up a framework contract for the purchase of ITSO compliant smartcards. The tender is divided into 2 Lots, however we will award both Lots to one successful bidder. Bidders therefore must submit bids for Lots 1 and Lots 2 for the bid to be compliant. We reserve the right to award only Lot 1 if required, at our discretion. Initial call-off will be for Mifare 4k cards but the purchaser intends to migrate to another ITSO compliant processor card (that is capable of hosting an emulation of the current Mifare 4k) at the earliest opportunity. The timing for this is dependant on the upgrade of Transport Scotland's electronic ticket machine infrastructure. The initial volumes, at the early stages of the contract, where the purchaser expects to call off up to 350 000 Mifare 4k cards but the intention would be to move to purchasing a processor card at the earliest opportunity. Total volumes over the period of the contract could be up to 3 000 000 cards based on the replacement of existing 1.7 million cards and anticipated 500 000 new card holders, as well as renewals for other services in the period 2012 to December 2016. These volumes are expressly stated to be indicative only. With the exception of the initial batch of 350 000 Mifare 4K cards referred to in section 4.1 below which is expressly stated to be a firm commitment by the Purchaser, no warranty or guarantee is given by the Purchaser that all or any of the stated volumes will be purchased.
