The University of Edinburgh and Edinburgh Research and Innovation Limited wish to procure Patent Services from appropriate suppliers, and now invite bids to become a contracted Successful Tenderer, through the Framework Agreement procedure detailed in this ITT. Generation of new knowledge, concepts, inventions and designs is a natural and expected outcome of research activity at the University of Edinburgh. The University and Edinburgh Research and Innovation Limited have as a strategic aim, achieving excellence in commercialisation and knowledge exchange, and through the registering of Intellectual Property Rights IPR can obtain legal ownership and protection of inventive material. When such rights are subsequently taken up by industry, the University and Edinburgh Research and Innovation Limited can realise financial rewards while also ensuring the transfer of inventions for the benefit of society. Edinburgh Research & Innovation ERI is a University of Edinburgh company that supports the process of registering, exploiting, and reporting on IPR for the University, as well as attending to the subsequent receipt and disbursement of exploitation income. ERI typically directly instruct the filing of around fifteen new priority patent applications per annum, and more than sixty derived patents in various territories. The University of Edinburgh also directly instructs patent application filings, typically around less than one quarter of the ERI filings by number as indicated above. The outcome of this tendering process will be to enable the efficient sourcing of patent support services, so assisting the University of Edinburgh and Edinburgh Research and Innovation Limited to enhance the quality of their marketable IP portfolio, while also maximising the return on investments in IPR. The Purchasers are interested to hear from Tenderers (suppliers) who can provide a comprehensive range of patent related services, including: initial patent drafting and filing; responding to office actions; preparing derived filings at PCT and National Phase; renewal services; providing initial patentability opinions; general advice on new legislation etc.; advice regarding on going patentability and strategy issues; and the managing of cases placed with International agents. Sourcing patent services at best value rates will provide the University of Edinburgh and Edinburgh Research and Innovation Limited with a quality portfolio of IPR, allowing the commercial potential of research outputs to be realised through licensing.
