Humber Bridge A-Frames Replacement. The Humber Bridge is the world's fifth longest main span suspension bridge. It is located to the west of Kingston-upon-Hull in East Yorkshire and connects the north and south banks of the. Humber estuary carrying around 6 million vehicles per year. The main bridge has an overall length of 2 220 metres with a main span of 1410 metres between towers where the road is some 40 metres above water level. The side spans are separated from the main span at the towers where a carriageway expansion joint carries traffic between spans. Most of the load applied to the carriageway deck box is carried by the hanger cables up to the main suspension cables. The remainder of applied load is carried by the two A-frame rocker bearings at the end of each span through onto the lowest tower portal beam. The A-frames also provide transverse and torsional restraint to the deck box whilst allowing significant longitudinal movements and rotation about the transverse and vertical axes. A number of the bearings may have seized and wear is evident to the main span A-frame bearings. Development opportunity at Aberavon Beach Front, Neath Port Talbot. Neath Port Talbot County Borough Council ("the Council") is conducting a competitive tender process which will be carried out in a number of stages using the procedure known as competitive dialogue with the view to selecting an appropriately qualified and experienced developer to become its developer partner in an exciting development opportunity at Aberavon Beachfront in the County Borough of Neath Port Talbot. The Council believes that with the right development and investment, Aberavon Beachfront has the potential to improve the health and well being of the local community, boost the local economy, and to become a visitor destination of choice. To achieve this, any development will need to have the potential to maximise the impact of regeneration on site. As a minimum, this will require the developer to come forward with proposals that deal with the issue of certain disused buildings, either in terms of redevelopment or securing occupation or demolition. To become the Council's developer partner, the proposed developer will be expected to provide details of their relevant skills, vision, experience and capability in respect of a transformational, integrated leisure-led regeneration scheme at Aberavon Beachfront, which will encompass sport, leisure, recreational, retail and community facilities ("the Development"). The Development is required to be situated within the parameters of the area edged in red and blue on the plan attached to the Memorandum of Information at Appendix 1 (the "Location") and which, as part of the Development, will address the issue of some or all of the disused unoccupied buildings within the Location, whether by their utilisation or redevelopment or demolition. It is envisaged that the Council will meet the acceptable budgeted funding costs of the successful Development. Please note that the Council is not seeking an operator for the Development. On completion of the Development, the successful developer partner will hand control of the site, including the buildings, over to us. Organisations wishing to participate in this tender process and that are short listed, will be required to define the extent (including area) of their Development proposal within the Location. They will need to satisfy the Council that they can both deliver their chosen development site and address the issues of disused buildings within the Location, whether by their utilisation or redevelopment or demolition as part of their proposal. It should be noted that part of the Location is the subject to three leases (details of which are set out in the Memorandum of Information) and, accordingly, participating organisations will need to secure the cooperation of these leaseholders. Given the importance of securing the co-operation of these leaseholders, organisations that are successfully short listed at the Pre-Qualification Questionnaire stage will be expected to provide evidence at the second stage of the process (the first stage of the dialogue process) that they will be able both to deliver their chosen site and to address the issues of disused buildings within the Location whether by their utilisation or redevelopment or demolition. Any such organisations which, at that stage, are unable to satisfy us of their ability to both deliver their chosen site and to address the issues of disuse within the Location, whether by their utilisation or redevelopment or demolition will be unable to take any further part in the process and will be disqualified at that stage. Organisations will also need to ensure that their proposed site and Development are deliverable and to check that the site and Development are, in principle, acceptable to the Local Planning Authority for the uses required by the Council. CON/124/RE9. Provision of Energy Centre. South Tyneside NHS Foundation Trust seeks an established and experienced service partner who can design, build, operate and maintain an energy centre to produce electricity, steam, hot water and possibly chilled water (the utilities) to service the annual energy consumptions of approximately gas 20,000 MWh and electricity 6,500 MWh (2010/11) for the South Tyneside District Hospital. The structure of the contract will be performance based whereby the partner will provide the utilities at guaranteed levels of performance efficiencies and availability. The Energy Centre must have the capability to service both existing and new developments at the hospital site and to be operational by the summer of 2013. Using the competitive dialogue procedure the Trust will work with suppliers to identify and agree the optimum solution for cost effectiveness, carbon and energy reduction and sustainability, maximising these benefits in line with NHS targets. The proposed solution must address the following: — Identification of design solution and site location, — Mechanism to provide guaranteed level of performance and savings for the system over the contract life and commitment to maintaining the technology over this period, — Evaluation of proposal (capital cost, energy cost and carbon reduction savings, pay back, other benefits and risks), — Backup and emergency arrangements for ensuring continuity of utility supply to the hospital, — Arrangements to comply relevant HTM and industry good practice standards, — Installation plan (designed to minimise impact on the Trust's activities), — Mechanism to provide clear measurement, recording and demonstration of the energy cost and carbon savings achieved, — Proposed heads of terms including performance and operational availability arrangements, — Arrangements to transfer operational knowledge and competency of the development to the Trust's estates teams over the life of the contract. A detailed savings plan and the provision of a guaranteed energy saving will be required. The partnership contract is expected to be in the region of 15 years duration and the partner will be expected to deliver continuous savings to the Trust over the lifetime of the contract. Performance of the services will be monitored and results linked to a payment mechanism. The partner is required to have: — The ability to demonstrate a track record of experience of similar NHS schemes using gas fired reciprocating CHP for on-site production of electricity, — Considerable experience and in depth knowledge of operating and maintaining steam boiler plant on clients premises over a considerable number of years, — The in-house resources to project manage the entire design, procurement, installation and operation together with any future developments, — The in-house resources to provide complete operational support on a continuous basis, — A resource infrastructure within close proximity to the Trust to ensure continuity of service in the most extreme conditions, — The ability to deliver a total transfer of risk associated with the maintenance, repair and upgrades for the life of the contract, — A demonstrable track record in financing such energy centres specifically within the NHS. The new facility is envisaged to include a dedicated Energy Centre building including as a minimum a combined heat and power system, steam boilers, mechanical and electrical services, oil storage facility and chimney. The new facility shall be connected to all existing hospital mechanical and electrical services.
