Winfrith Sodium Recovery, Repacking and Disposal Project. Research Sites Restoration Limited (RSRL) operate the Winfrith Site on behalf of the Nuclear Decommissioning Authority (NDA). The Winfrith site was built in the late 1950s to undertake research and development into electricity generation from nuclear power. Sodium was used on-site in various facilities and for various applications. Approximately 25 tonnes of Sodium has for some time been stored within four ISO containers located within the Dragon Reactor complex on the Winfrith Site. RSRL require this sodium to be recovered, sampled and repackaged to a form suitable for transport off-site and subsequent disposal via incineration. RSRL were intending to self perform the sodium recovery and repackaging works and have therefore undertaken an amount of preparatory actions in terms of documentation and temporary works in readiness for these operations. However a change of strategy has determined that RSRL will now not self perform, but seek to have the work undertaken by a Contractor procured through competition. RSRL therefore require a Contractor to provide an on-site turn-key solution enabling the extraction and packing of the sodium material in an efficient and environmentally acceptable manner whilst remaining compliant with legislative, environmental and nuclear site licence conditions. RSRL has already undertaken an amount of work in readiness for the repackaging of the sodium including the production of a Best Available Technology (BAT) assessment and Safety Case documents based on RSRLs original methodology. Tenderers may use these as the basis for the production of their own documentation and methodology if required. Tenderers may propose a different methodology to that described in the Safety Case, however this must be made clear within the Tender and include for all implications regarding documentation, approvals, programme time and costs. The proposed methodology involves the cutting and removal of a portion of the vessel walls with power tools to allow access for remote removal of the bulk sodium. Once removed from the vessel, measured quantities of the sodium will be bagged and placed into appropriate storage/transport containers ready for onward management and delivery to the off-site Incinerator. Incineration and transport is a separate contract and outside the scope of this requirement, however the successful Contractor will be required to liaise with the incineration contractor selected by RSRL, regarding transport arrangements to move the repackaged sodium to the incinerator. The scope of the work required includes: — The provision of all required safety and environmental documentation including the provision of a BAT assessment and a Safety Case compliant with the defined process, — The design and provision of suitable sodium recovery, processing and repackaging equipment within the Dragon complex either by utilising the existing RSRL temporary works or by adaption to compliment the Contractors design, — The recovery of sodium from current containers, processing and repackaging into new containers, to include sampling and testing. Loading repackaged sodium into RSRL provided steel transport packages, — Meeting all the requirements and conditions for acceptance of RSRLs incinerator operator; including arranging for delivery and collection of transport packages, — Removal and disposal of all plant and equipment used to provide the works and the return of working areas to the Employer. On safety grounds a 24 hour operation approach may be required to carry out the processing and monitor the sectioned items for reaction. Tenderers will be required to demonstrate their capacity to meet such requirements. The successful Contractor will be required to operate and perform in a safe and environmentally responsible manner, using robust safety techniques, underpinned by process capability and justification documents, to ensure that the works are delivered in an efficient and effective way that minimises risk to personnel.
