Provision of a Product Management Service. Rail Settlement Plan Limited ("RSP") is a company, owned by Train Operating Companies ("TOCs") franchised to operate train services in the United Kingdom. RSP provides and manages, on behalf of TOCs, a range of shared services for use by TOCs and accredited rail ticket retailers enabling provision of a GB wide rail ticket retail proposition. This is achieved by delivering the right information at the right time to the rail ticket retailer, and through capture of sales records for accurate and timely allocation and settlement of revenues. In order to sell and fulfill rail tickets, and provide information relating to train services operated by TOCs, the rail ticketing systems used by retailers need to access certain rail industry data. This function is currently performed by a number of disparate services that are expected to be unified under a new "Product Management Service" (the "Service"). The Service shall consist of the following underlying services: design, development and delivery of the application, application maintenance and support, service management and hosting and infrastructure management. RSP wishes to procure a new managed service for (the "Service") as described in summary in this notice. Further detail of RSP's requirements for the Service is available in the PQQ document but full requirement details shall be provided in the invitation to tender made available to short-listed respondents. Product Management Service. The Service will be required to provide a repository where all RSP products data, and its associated reference data, is both held and maintained as a single source of information. It will facilitate 'what if' modelling and application of pricing strategies including the exchange of data to/from external model toolsets. It will apply regulatory fares compliance management through a set of complex business rules. Approvals will be managed by workflow complete with an associated audit trail. Data will be published to existing service subscribers, in the form of over 8000 RSP accredited ticket retail devices located across Great Britain, by either subsuming or replacing the existing overnight batch based Data Transformation and Distribution Service. Retail instructions will be created, maintained and published to retailers using web services. The Service will provide functionality needed by the next generation of thin client ticket retail devices expected to be introduced post 2014. This will include a near real-time publish and subscribe data retrieval facility, centralized retail functions and journey planning. These devices are expected to begin introduction from 2014 onwards and will ultimately replace the current entities. Maximum sizes of overnight batch files is 100Mb but with an average of less than 10Mb. The Service will be of resilient high reliability, seven day per week availability characteristic. Initially data editorial will be restricted to 7:00-21:00hrs. However, batch data distribution will be required outside of these hours. The Service will evolve into one of 24/7 availability, transaction heavy and of near real-time character upon introduction of thin client devices from 2014 onwards. There are currently 14 000 000 availability searches every day at a rate of 600 per second. Of these, 1 750 000 translate into sales transactions every weekday with a peak loading between 6:00-9:00hrs daily Monday to Friday.
