C4I reference architecture OHQ/FHQ. Clearly defined and common processes for operation planning and decision making, supporting communication and information services are a basic functionality for the command and control (C2) of military headquarters and the development of the respective common operational picture (COP) supporting those processes. Lessons learned from previous operations/missions/exercises clearly depicted — and also explicitly stated in the EU Military Committee (EUMC) headline goal task force interoperability study — that such processes have only been partially established to date, many are still not known and/or the personnel are not trained or experienced in the subject. Currently, COP is only partially established with limited functionalities. The consequences of these deficiencies are a severe loss of time and increasing inefficiencies during the conduct of exercises and missions of an EU military headquarters as well as the need to train personnel during exercises and missions on rules, regulations and processes. The task is now firstly to enable all military headquarters (HQ) to properly execute their missions and tasks by establishing and training those common processes prior to exercises or missions in order both to save resources and to properly run missions and/or exercises, and secondly to prepare the development of EU HQ COP to be technically described and developed in later proposals. Therefore the aim is to implement a software application that enables the community to train (notably through e-learning) and, in addition, to further develop/adapt common processes prior to and in preparation of headquarters operational activation. The application will be available on national or EU networks, e.g. EU operational wide area network (EU Opswan), for training and preparation and will be based only on open source solutions to avoid licence costs. The study will be structured in 3 (main) dependent parts: (a) to develop common processes for all EU HQs based on the requirements of the operational community; (b) to develop, based on these common processes, an application to support the further development of the processes themselves and to accordingly train the EU HQ community in a consistent and standardised manner; (c) to develop the first structured approach for the technical description (reference and target architecture) of an EU HQ common operational picture.
