Payroll & Transactional ESR Services for LCFT. Advert Info – LCFT Payroll Tender LCFT currently provides mental health and substance misuse services to a population of approximately 1 400 000 people across Lancashire. The Trust employs around 3 700 substantive members of staff, and around 400 additional 'bank' workers, which are based at more than 100 different sites within the county. Like many other NHS Organisations, LCFT is currently involved in the process of NHS organisational reform. On the 1.4.2011 it is anticipated that provider service units from Central Lancashire, Blackburn with Darwen, and East Lancashire PCTs transfer to LCFT, transforming the Trust into a provider of mental & community health services with a substantive headcount of approximately 7 000. Consequently, LCFT is looking to procure a single Payroll and Transaction ESR Service Provider that can meet LCFT's existing needs but which also has the flexibility to adapt to organisational change, all whilst realising cost, quality and efficiency improvements. It should be noted that the transfer of PCT provider service units remains only a proposal at this time and has not been formally approved. Tender responses must therefore demonstrate the Service Providers ability to deliver a high quality, cost effective service to LCFT in both its current and proposed form. The core services, covering all Trust employees including medical staff, will fall into the following broad areas: — transactional ESR: —— new/direct hires & inter authority transfer, —— assignment & personal changes, —— variations, —— leavers, —— data cleansing & maintenance of staff records, — absence administration, — payroll service: —— payroll control, —— calculation / processing / payment of employee salaries, expenses, etc., —— relevant returns to HMRC, —— production of P35, P45, P60, P11d etc., —— local payscales & elements, —— under and over payments, —— year end documentation, —— provision of scheduled and ad-hoc reports, —— respond to queries and requests for information, —— integration to the trust general accounting ledger, —— production of monitoring information, — vehicle management & staff expenses, — pension scheme administration, — a 'help' and website facility for staff and managers, — system management & administration as part of the Trust's quality, improvement, productivity and prevention (QIPP) initiatives, including the implementation of ESR self service, e-rostering/time & attendance, and e-expenses, it's likely that the scope of this contract will reduce over the course of the contract. Service Providers should be explicit about how they intend to support these initiatives and how any resultant cost saving will be passed back to the Trust.
