UK-Dorchester: welfare services for children and young people
Tender for the Provision of Operational Management of Dorset "Sure Start" Children's Centres Forming the East Dorset Cluster. Welfare services for children and young people. Legislation relating to the provision of Sure Start Children's Centres is laid out in Part 1 of the Childcare Act 2006 and amendments made by the Apprenticeships, Skills, Children and Learning Act 2009. Sure Start Children's Centres provide integrated services for children under five and their families at accessible community locations, based on the premise that only universal coverage can ensure that all the most disadvantaged children, wherever they live, can benefit. Each centre is charged with identifying vulnerable families in their reach area and targeting effective services to meet need in partnership with other agencies, parents and partners. It is intended that the contract award will be for an initial three years with an option to renew for one further period of twelve months making four years in total. Dorset County Council is now seeking expressions of interest to provide operational management for the Children's Centre Services covering the East Dorset cluster. CCTV and door entry maintenance. The contract requires the reactive and preventative maintenance & repairs of CCTV for town centre and housing which includes all field based and integrating front end control, matrix, recording equipment and associated systems. The reactive and preventative maintenance and repairs of housing door entry & concierge systems includes all doors / door furniture, access control, call help point, and concierge control integrating front end systems. The contract includes associated mechanical, electrical & civils elements where appropriate / applicable. There are currently 29 sites, covering 66 tall blocks with door entry and CCTV systems, and a further 12 with CCTV, that require repair and maintenance under this contract. There are also approximately 500 door entry systems in low rise blocks some or all of which may be added to the contract at a later date, at the sole discretion of the client. London Borough of Newham - Newham Town Centre CCTV is operated and managed by the London Borough of Newham Community safety service. The service operates from a central control room that combines with the Borough Parking and Traffic enforcement service. There are various town centre systems comprising approximately 200 cameras, many of which are dual town centre / parking group, with an additional small number of wireless deployable cameras. Provision of a Service to Market and Sell Surplus Government Vehicles. Marketing services. The Department is currently seeking to place an Enabling Contract over an estimated four year period to provide a service covering the marketing and sale of surplus armoured and non-armoured vehicles and vehicle spares, covering (but not limited to) the following areas: the marketing and sale of surplus government armoured and non-armoured vehicles which could include but is not limited to cars, light commercial vehicles, heavy goods vehicles, armoured vehicles, mechanical handling equipment, plant & machinery, specialist vehicles, trailers and vehicle spares including military vehicle tyres. The loading, collection (including provision of adequate levels of manpower and equipment where necessary) and transportation of the vehicles and spares within the UK (Including Northern Ireland) and occasionally overseas. This may include collection outside normal business hours or weekends. Where appropriate the preparation, refurbishment and MOT certification of the Government assets to enhance the selling price. The recycling or disposal of Government assets where appropriate. The contractor shall provide a financial return back to the Government. Provision of detailed contract management information, stock records and attendance at Contract Progress Meetings as required by the Disposal Sales Authority (DSA). Maintain an item based accounting system for all Government assets in a prescribed Government format. The contractor shall be in possession of all necessary licences and environmental permits to enable collection, transport, storage and disposal of Government assets and follow EU and UK Environmental, Hazardous Waste and Health and Safety regulations and legislation relating to all work under the Enabling Contract. The contractor shall be responsible for any Excise Duty liability on products sold and is paid to HM Revenue & Customs on behalf of the Government. The contractor shall hold a Bank or Insurance Guarantee for the duration of the Enabling Contract and seven months thereafter. The Bank account shall be impressed with a Trust in favour of MoD. Contractors would need to consider Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) in tendering for this Enabling Contract. Based on historical usage and for guidance purposes only, the intended contract has an estimated gross value of £36M over 4 years. However, the Government cannot guarantee either the volume or the value of the residual assets declared against the future contract. Standards & Regulations – It is necessary that companies have ISO 9001:2008 or equivalent (The Quality Standard) with the relevant scope. Those companies who express interest but do not provide evidence of suitable accreditation will be excluded from any further part in the competition. ISO 14001:2004 (The Environmental Standard) accreditation will be required by the successful tenderer, by contract award. To be able to proceed further in the process a letter will be required from a UKAS accreditor stating that the tenderer is working towards, and accreditation will be in place by contract award. DFID wishes to engage a Service Provider (SP) to manage a Nigeria Stability and Reconciliation Fund (NSRF). The NSRF will provide grant funding to improve conflict early warning and response capacity and coordination and effective interventions that reduce injuries and death caused by violent conflict (eg in the Niger Delta, the Middle Belt and the North East). It will also support innovative approaches to increase civic engagement promoting peaceful resolution of conflicts, reduce violence against women and strengthen their contribution to peace building. The SP will (1) refine the programme design, and (2) implement the programme by providing technical and advisory inputs, day-to-day management including provision and management of grants and oversight of the programme. The estimated budget for the implementation phase is between 20 000 000 GBP and 25 000 000 GBP for a 5 year period. This includes but is not limited to management, grant disbursement and pre-financing costs. Progression from the Inception to Implementation Phases will depend on DFID's acceptance of the project business case, agreement on costs (i.e. the proposal continues to be the most economically advantageous) for the Implementation Phase and satisfactory performance of the SP during the Inception Phase. Estates strategy - master planner and strategic architect. The client is seeking a master planner and a strategic architect to advise on the following: — master planning, — initial design for the Phase One Workshops; and, — on-going architectural advice and design services including strategic advice and an on-going monitoring role. It is envisaged that the strategic role and architectural advice, design services and the on-going monitoring role will operate on an "as required" basis over a 4 year period (with an option for the client to extend the appointment by up to an additional 2 years). The client anticipates the supplier undertaking the initial design for phase 1 (up to RIBA stage C) and then the client is intending to appoint a design and build contractor to complete the design work, obtain any planning permission and undertake the construction work. The client envisages the supplier undertaking a support role alongside the client particularly in terms of ensuring continuity of design with other areas on the client's Tavistock Place campus.
