Open platforms for Web-based applications and services in Europe, enlarging the stakeholders' community. The study will identify 'new' stakeholders, in particular, European organisations that are active online but not in our EU R&I programmes. For instance, social networks leaders in the Members States, digital entrepreneurs, publishers, games industry, broadcasters, system integrators, national public administrations, ICT users. The study will also explore the state-of-the-art of open platforms and Web-based applications and services, and how this might evolve in the future (produce a technology roadmap, aligned with possible business cases). It will also identify technological challenges that may impact its evolution. The study will analyse the economic impact of open platform evolution towards the inclusion of a multiplicity of services and features (e.g. social networking, location, mobility…). It will also gather stakeholders groups in order to identify requirements for the future development of open platforms. Framework service contract for providing assistance for quality, environmental, and occupational health and safety management systems. The mission of the Joint Research Centre is to provide customer-driven scientific and technical support for the conception, development, implementation and monitoring of EU policies. As a service of the European Commission, the JRC functions as a reference centre of science and technology for the Union. Close to the policy-making process, it serves the common interest of the Member States, while being independent of special interests, whether private or national. The JRC consists of 7 different institutes, each with its own focus of expertise, on 5 separate sites around Europe (Geel, Ispra, Karlsruhe, Petten and Seville). In addition, there are 3 specific directorates, 2 of which have headquarters in Brussels where the Directorate-General is also located. The present contract is essentially specific to the Ispra site. The Ispra site covers an area of 167 hectares, and hosts approximately 1 800 staff as well as about 350 people from external organisations. The main organisational elements of the JRC located at Ispra are: a) Ispra Site Management (ISM); b) Institute for the Protection and Security of the Citizen (IPSC); c) Institute for Health and Consumer Protection (IHCP); d) Institute for Environment and Sustainability (IES); while other Commission entities on the site include: e) 1 or more JRC units of the Institute for Energy (IE), of Programmes and Stakeholders Relations (Directorate A), and of Resource Management (Directorate B); f) Medical Service Ispra (DG HR — Directorate-General Human Resources and Security); g) Social Infrastructure Ispra (OIB — Office for Infrastructure and Logistics — Brussels); h) PMO/6 Ispra (Office for Administration and Payment of Individual Entitlements). The intended framework service contract is aimed at supporting the above Commission entities to assist in establishing and/or maintaining their individual or common quality, environmental, and occupational health and safety management systems based primarily on ISO 9001, ISO 17025, ISO 14001 and OHSAS 18001, as well as complementary standards, codes, schemes, etc, such as ISO 31000 and EMAS.
