Contract for IT Smartsourcing. Service Description for IT Smartsourcing. Background to the Energy Saving Trust. The Energy Saving Trust is one of the UK's leading organisations set up to address the damaging effects of climate change. We aim to cut carbon dioxide emissions – the main greenhouse gas causing climate change – by promoting the sustainable and efficient use of energy. The Energy Saving Trust is an independent, non-profit making organisation and acts as a bridge from government to consumers, trade, businesses, local authorities and the energy market. We provide impartial information and advice and have a network of advice centres in the UK specifically designed to help consumers take action to save energy. There are currently 163 staff based at our Central London office, 56 based at Edinburgh, 41 at Cardiff and five at our Belfast office. In addition, 27 staff work from home. The Required Services. — Background. EST are seeking to substantially reduce the cost base of the business in order to meet the financial challenges of the current financial climate within the public sector. The mechanism that we wish to employ to meet this challenge is either through a "Smartsource" or a full "Outsource" covering the IT function based in London. The area in scope for the purposes of this document is, back office Business Support Systems, the desktop services and the supporting infrastructure. Any service offering should remain cognisant of the Data Protection restrictions around elements of personal data that is held within EST's IT storage or Data Bases. — Describe the services. EST wishes to engage a provider/partner that can provide sympathetic and intelligent services which meet the following outline requirements: — Service Management: Includes but not limited to, Management reporting, SLA reporting, Service KPI & metrics reporting, supplier management, — Support Services: Includes but not limited to, Service desk, desktop support, remote support, 1st line applications support, patch management, license management, software deployments, physical and virtual machine backups & MACDs, — Systems Management: Includes but not limited to, new systems deployment, systems monitoring, network monitoring, capacity planning, systems support & 2nd line support activities, — Database Management & Application Support: Includes but not limited to, database monitoring, tuning, patching, upgrades, capacity planning, data loads and user support. Objective – aim of EST for this project. — An IT provision that is agile and cost effective, — Clear benefits to the business delivered by an agile and cost effective IT provision, — Substantial saving in the order of 35 %, — A clear ROI statement to the internal stakeholders. Outcome/deliverables –. The desired outcomes of this exercise are to deliver the objectives stated above through one of two preferred mechanisms; either the total outsource of the outline IT functions above or a hybrid model or "smartsource" using a combination of internal and external service provision methodologies and services. The service is to be provided in support of our offices in London, Edinburgh, Cardiff and Belfast. Home based staff receive IT support over the telephone and will attend their local office if more in-depth support is required. Support of EST developed tools will be provided by telephone to users at 21 UK call centres and to other customers of EST. EST are seeking expression of interest from organisations with experience of providing the required service to organisations of the size and geographic spread of EST. Indicative cost models will be welcome. Timescales. EST is aiming to award this contract by December 2010, for commencement 1.4.2011 or as soon as possible thereafter. It is envisaged that the initial contract will be a 3 year contract (2011 – 2014) with break clauses at the end of years 1 and 2.
