Mental Health day services - intergrated day and outreach service. Health and social work services. The Royal Borough is inviting applications from parties interested in tendering for the provision of an integrated day and outreach service. The service will be delivered through a contract which will commence on or around August 2011. The contract will be for a period of 3 years with the option for the Royal Borough to extend for further period of up to 2 years (one plus one). The service will replace a number of standalone services, some of which are currently Council-run and some provided through the voluntary sector, with a new, integrated model of provision delivered by an external provider. It will offer a wide range of flexible day and outreach services with the overall aims of promoting personalisation, recovery and social inclusion. This procurement is driven by a number of different (and in some cases conflicting) factors. In particular there is a need to: —attract and support a wider range (and larger numbers) of people with significant mental health needs and to cater better to under-represented groups, —take account of the worsening financial climate and the need to deliver "more for less" – generating savings while supporting more people to achieve better outcomes, —adopt a more personalised and person-centred approach and as part of this, to move away from a building-based model to one where support is provided in a wide range of community venues and in a way that maximises social inclusion and minimises dependence on specialist mental health provision, —embed the principle of recovery throughout the service and adopt ways of working that reflect this, so helping more users to access mainstream employment, training and other activities outside of adult social care (ASC) and services provided by the Mental Health Trust, —strengthen the focus on user outcomes, and leave providers with scope and flexibility about how services are organised, —develop a service model which supports the implementation of personalisation for mental health service users, — improve integration between social care services and secondary care health services, —ensure a consistent approach to assessing eligibility for social care under fair access to care services (FACS) and to the delivery of appropriate services to meet assessed need. The selected contractor will deliver the full range of day, outreach, home support, bridge-building and befriending functions. This will include the delivery of a targeted BME service with a specific focus on service users from African and Caribbean and Arabic Speaking backgrounds. The provider will be contracted to deliver a guaranteed minimum volume of service, expressed as an average number of direct contact hours per week, at an agreed hourly rate. The basic annual contract price will be determined on this basis. In addition, the contract will allow both the Council and individual service users to call off additional hours of service, if required, at the agreed hourly rate. In this situation the provider would attract increased funding, over and above the basic contract price, and would be expected to increase capacity accordingly. The contract will include the capacity for the Council to reduce the guaranteed minimum volume of service (and therefore the basic annual contract price) year on year if required. This decision will be based on a review of activity levels, to take place each year at the end of quarter three. The above approach is designed to ensure a level of financial security whilst also encouraging the contractor to operate in a way which is both highly personalised and highly responsive to the needs and preferences of service users. The successful provider will need to meet the following criteria, as well as others that will be set out in the tendering process: —experience of providing community-based services to people with severe and enduring mental health problems including those who are reluctant or unable to engage. —demonstrable experience of delivering socially inclusive services, —a strong focus on outcomes for users. —proven ability to form close and effective working relationships with statutory mental health teams. —the ability to work flexibly and innovatively to deliver personalisation agenda. —experience of delivering mental health services to BME communities, ideally including African and Caribbean and Arabic speaking communities. —a strong track record of effective user involvement.
