Maintenance of a Landlord Registration System. Landlord Registration in Scotland was introduced in April 2006. All private landlords who let property in Scotland are required to register with the local authority in which they let their property. Responsibility for administering landlord registration rests with local authorities. Each local authority is responsible for identifying landlords who are required to register and for ensuring that the registration process is completed. Applicants are required to provide certain information within their application for registration and also to pay a fee. Common to all local authorities is the central internet based landlord registration IT system which is the core of the application process. The majority of landlords apply on line. In order to approve an application the local authority must assess the landlord as "fit and proper" to carry out residential letting. The management of this is down to each local authority and a range of information can be considered. The IT system is currently funded by the Scottish Government and although there will be an ongoing requirement for hosting, support and maintenance of the system, the management responsibility of this is currently under review as part of a wider overarching evaluation of the landlord registration regime. As a consequence, The Scottish Ministers, acting through the Scottish Government, intend to extend their contract with the Amor Group for the continued support of the Landlord Registration system until 31.12.2011.
