B-Brussels: assistance and technical support for the evaluation of LIFE+ proposals
Assistance and technical support for the evaluation of LIFE+ proposals. The contractor will be required to provide the following services to the European Commission (Environment DG): 1. assistance and technical support for the evaluation and revision of proposals submitted under the last 3 annual calls for action grant proposals under LIFE+, to be published in early 2011, 2012 and 2013. The contractor is required to set up 4 expert groups, 1 on financial selection issues and 3 technical expert groups, i.e., 1 for each of the 3 action grant components of LIFE+. By way of indication, the annual number of proposals submitted under the 4 previous calls (2007–2010) varied between 613 and 748. Proposals per component were distributed as follows (min.–max. No of proposals submitted per call indicated): LIFE+ Environment Policy and Governance (288–399); LIFE+ Nature and Biodiversity (194–264); LIFE+ Information and Communication (98–146). Proposal submission is allowed in any of the official EU languages, except Irish and Maltese. However, on average, ca. 65 % of these proposals were submitted in English, followed by Italian and Spanish (ca. 10 % each). For the purpose of the evaluation and selection work, the contractor will be required to set up 2 expert groups, 1 technical expert group and 1 for financial issues. By way of indication, the annual number of proposals submitted under the 4 previous calls varied between 49 and 52, and the vast majority of these proposals were submitted in English. Please consult: http://ec.europa.eu/environment/ngos/index_en.htm The expected duration of the evaluation work of the technical expert groups is estimated at 8,5 months per call for the evaluation and revision of the action grants proposals and 2 months per call for the evaluation of the operating grants. The evaluation and revision work will mostly be performed online. However, once per year, experts will be required to participate in a preparatory training session, to be organised by the contractor and by the Commission, and in a 3-day panel meeting (a 1-day panel meeting for the operating grants), where the outcome of the evaluation work is validated. UK-Edinburgh: heating, ventilation and air-conditioning installation work
Dean Gallery - plant upgrade. The project comprises a series of plant upgrades within the Dean Gallery. The plant upgrades and replacements are being undertaken to renew aged plant, improve the service delivery and to increase energy efficiency. Generally the works shall comprise as follows: 1. Replacement of the basement gas fired boiler installation and associated pipelines and pumping arrangements etc. 2. Heating circuitry works at roof level to rationalise and improve the delivery and efficiency of the heating distribution installation. 3. Replacement of the roof mounted AHU's (5 no) serving the upper and ground floor galleries and replacement with packaged AHU installations to provide heating, cooling and humidification/dehumidification. 4. Replacement of the roof mounted chiller installation with smaller capacity chilled water equipment to serve the basement store environmental systems. 5. Minor refurbishment and re-configuration works in connection with the basement store conservation environmental systems. The works are to be undertaken within a live building environment, with protection of the public and maintenance of the environmental services provision to the building being achieved throughout the contract.
