Acquisition of a system for the preparation of biological specimens for electron microscopy (EM) analysis. The Institute for Health and Consumer Protection (IHCP) of the European Commission's Joint Research Centre hosts the 'Nanobiosciences Unit' which is committed to assessing the safety of nanomaterials, with special emphasis on the interaction between nanoparticles and living cells. For investigation toward this direction, it is important to be able to study biological samples at sub-cellular level. In this perspective this call is made for the purchase of a comprehensive system to aid the preparation of biological specimens for electron microscopy (EM). This system shall comprise the following instruments: (i) an 'ultramicrotome', to produce ultra-thin sections of biological samples; (ii) a 'knife maker', a fundamental prerequisite for the use of the microtome; (iii) an 'automated EM stainer' for the selective enhancement of specific cellular structure to improve the quality of the electron microscopy analysis. Study on the application of Articles 3(1)(C) and 3, and Articles 17 and 18 of the Council Regulation (EC) No 1206/2001 of 28.5.2001 on cooperation between the courts of the Member States in the taking of evidence in civil or commercial matters. Article 23 of the Regulation provides that 'no later than 1.1.2007, and every 5 years thereafter, the Commission shall present to the European Parliament, the Council and the Economic and Social Committee a report on the application of this Regulation'. In order to prepare the report of the Commission referred to in Article 23 of the Regulation, it is necessary to obtain through this study an analysis of the application of the Regulation, in particular concerning the question whether through the application of the Regulation the cooperation between courts in the taking of evidence has been improved, simplified and accelerated. The study should give a thorough analysis of the application of Articles 3(1)(C) and 3, and Articles 17 and 18. The purpose of the study is to provide the Commission with sufficient information and data on the application of the Regulation to draft the said report. In addition the study should assess the need to establish common minimum standards or standard rules of civil procedure for the cross-border taking of evidence. The main objective is that borders between countries in the European Union should not constitute an obstacle, for example, for initiating court proceedings. The Stockholm programme notes that the effectiveness of Union instruments in this field still needs to be improved and stresses the need to consider the necessity of approximation of legislation that would facilitate cooperation between authorities and the judicial protection of individual rights, and may be based now on Article 81 of the Treaty on the Functioning of the European Union.
