Enabling retirement savings programme: provision of annuity services. National Employment Savings Trust ("NEST") - a low-cost, qualifying trust based pension scheme being set up by NEST Corporation, is part of a broader programme of workplace pensions reform being introduced by the UK Government. NEST will be a defined contribution trust based occupational pension scheme under section 1(1) of the Pension Schemes Act 1993 (c.48) and will be a qualifying scheme for auto-enrolment purposes under the Pensions Act 2008. NEST Corporation is implementing a solution that will give its members access to a limited range of annuity products from a dedicated panel of annuity providers. The solution will ensure members with small funds that are not well served by the open market option are able to access annuity products. In establishing the solution, NEST Corporation is implementing the following 2-step process in the selection and purchase of annuities by scheme members: Step 1 NEST Corporation will provide a structured choice tool and information on different annuity product features that will enable the member to self-select the type of annuity they want. The structured choice tool will be online, easy to use, and consistent with NEST Corporation's customer experience principles. The scheme administrator will develop the functionality to deliver the structured choice tool. Step 2 once the member has selected the type of annuity product it wants, the second step is selecting the specific annuity provider. In addition to members having the right to shop around for their annuity through the open market option NEST Corporation will provide access to a panel of annuity providers that will, through the structured choice tool, give members access to a limited range of annuity products. NEST is gearing up to launch in spring 2011 on a small scale with volunteer employers, to ensure it is ready for the onset of the anticipated higher volumes of employers and members from 2012. Solar photo voltaic modules. The London Borough of Barking and Dagenham (LBBD) is inviting concession bids from suitably experienced organisations to survey, supply, install, maintain, insure and finance the provision of solar photovoltaic panels of between 500-1000 Council properties/homes in LBBD as well as the possibility of an estimated 10-55 corporate buildings, which could include schools across the Council. The Council intends that residents of domestic properties will be entitled to consume the energy generated by the panels on their roof without charge with any excess being exported back to the grid. A separate arrangement is to be agreed for the buildings within the corporate estate. The programme will involve identifying suitable roofs within targeted areas of the Borough and specifying the PV array applicable to each roof, in collaboration with the Council and individual tenants and occupiers. The successful provider will be required to assume full responsibility for surveying properties, specifying suitable systems, publicising and engaging residents, drawing up and administering legal agreements, supplying and installing the panels and any associated equipment, repairing and maintaining the panels and any associated equipment for the life of the contract (25 years), providing any additional insurance required, as well as collecting meter data and recovering FIT payments. The Council reserves the right to add a further 1 000 Council owned properties/homes in individual lots of 250 but is not bound to do so on additional properties not being offered. The provider will benefit from the revenue yielded through the feed in tariff (FIT) scheme, with payments to the Council being made by the provider based on a roof rental arrangement together with the possibility of a share of the revenue generated from the FIT payment. The Council will appoint one provider. The duration of the contract is 25 years. It is anticipated the contract will be awarded in 2011, with the installations to not less than 500 residential properties and 10 buildings in the Corporate Estate being complete not later than 31.3.2012.
