Study: mapping of knowledge of the seafood market and user-driven innovation in the seafood sector. The main objective of the assignment is to obtain an overview of what is done and is planned in relation to analyses and studies of tendencies as well as the extent of the seafood market (the studies and analyses shall not older than from 2005). The assignment shall also provide knowledge of interaction between seafood companies and the user/customer in connection with strategy development and product/concept development in the seafood sector. The overview shall generate a basis for activities in the innovation programme directed towards the seafood sector. The mapping shall include activities in the Nordic countries and on Nordic level, but shall also point out relevant important European and international studies of the seafood sector. The study contains 4 main assignments: — Mapping and overview of analyses and studies of the seafood market, including the domestic market (the Nordic region) as well as the European and international seafood markets. The mapping shall include raw and refined products, fresh and frozen. The assignment shall also include a brief summary of the market development for these products and how the financial crisis has and will influence the development in near future, — Mapping and overview of studies which describe user driven approach of the development of business strategies and/or products/concepts/services included in the sea food sector. User driven approach is defined as the interaction/cooperation between customer/consumer. The mapping shall also provide an overview of national and Nordic funding schemes which make it possible for seafood companies to become more user-directed/oriented. Finally, a brief summary shall be prepared which emphasize i.a. appropriate examples of user driven innovation in the seafood sector. — Mapping and overview of studies of the Nordic seafood's reputation. I.e. how Nordic seafood is perceived in the various markets; domestic, European and international markets (this does not include studies in relation to consumer behaviour). System for identity and access management. NBIM would like to hold a 2 stage process to choose a service provider. The first stage is a prequalification where service providers who register their interest in this notice will receive the request for information (RFI). Based on the information in the RFI, the service providers who are chosen for participation in the actual competition will receive the request for proposal (RFP). The RFP will further describe the terms for choosing one or several service providers who NBIM would like to enter into contract negotiations with. NBIM shall improve their platform for "identity and access management" and would therefore like to procure products for this. Evaluation of Norwegian development cooperation to promote human rights. Support for human rights is an important area of Norwegian development cooperation. Priority areas include among others supporting human rights defenders, rule of law, freedom of speech and free media, human rights dialogues with selected countries and promotion of the rights of women, children and persons with disabilities. Using the OECD DAC classification system of foreign aid 433 000 000 NOK was allocated to human rights in 2008. There has been no systematic assessment of the effect of the support for human rights in recent years. The objective of the evaluation is to analyze allocations for human rights in Norwegian development cooperation and to document and assess the changes brought about by this support in selected areas. The reactive repairs and maintenance element is building works only and does not include mechanical and electrical work. The framework will run for 3 years with a review at the end of the 3rd year when the option to extend for a further year will be considered. The award is for the retained portfolio of municipal buildings which does not initially include schools. 3 partners will be appointed, each covering one of 3 areas of the county. Each Partner will be a reserve in one of the other 2 areas. The award will be made on an open book basis where the council will require full access to the contractor's accounts to verify any costs. The council will also consider the option of forensic cost assurance of contractor's accounts. Contractors should, therefore, demonstrate that they have suitable cost collection and management systems in place that have the provision to provide full open book transparency of cost. The framework will be awarded on a partnering basis and contractors will have to demonstrate their abilities to work in a collaborative environment.
