The Department aims to contract with an organisation with the skills, ability and necessary accreditation to deliver expert support role, clinical supervision, consultation and training for existing and newly developed MTFC programmes, and those MTFC programmes which are testing out further modifications on the existing A, C and P models, in the new spending review period. The supplier delivering these services must work in conjunction with the programme developer, Oregon Social Learning Center (OSLC) and should have, or be working towards, network partner status with OSLC. In addition, the supplier is expected to support the development and roll out of Multisystemic Therapy (MST) in partnership with the programme developers, including MST services and relevant government departments. The Commission for Energy Regulation (the "CER") is the independent body responsible for overseeing the liberalisation of Ireland's energy sector. Under the Gas (Interim) (Regulation) Act, 2002, the Commission for Energy Regulation (CER) approves charges for the use of the natural gas distribution and transmission systems. The CER is also required to examine the costs and revenues underlying such charges. At present these revenues are determined every 5 years for the following 5 year period.
