UK-Welwyn Garden City: diagnostics and radiodiagnostic devices and supplies
Radiotherapy fully managed cancer treatment service. The contracting authority is seeking to select a service partner for a managed radiotherapy service. The contract is expected to be let for a minimum term of 15 years) following the date on which the installation of the equipment and associated works are projected to be completed and the projected date of handover, with an option for the contracting authority to extend the contract by a further 7 years. The selected supplier will be expected to provide managed equipment services to include the provision, installation, commissioning, maintenance, user training, upgrading, disposal and replacement of equipment for radiotherapy treatment. The equipment will include linear accelerators, simulators, CT simulators, Treatment planning Systems, brachytherapy systems, MRI unit and gamma camera. Suppliers must either provide a managed service with scalable flexibility and the capacity to work with third party suppliers or be able to work within a separate managed service. Expressions of interest are invited from parties able to supply a complete solution for the service/equipment required. The supplier will also need to be able to extend this contract to include possible future satellite radiotherapy services on another site which will be managed by the contracting authority. The selected supplier will be expected to ensure continuity of supplies and services to the Mount Vernon and the Lister Hospital, whether by utilising temporary equipment (which the selected supplier will be expected to bring in and install) or otherwise, during the installation of new equipment and transfer to the new services. Any resultant contract may include future satellite radiotherapy services at another site but managed through MVCC. The selected supplier will be expected to work with the contracting authority in maximising any grant or other funding made available by the Department of Health or from other sources, which may be available to fund (or part-fund) the scheme. The selected supplier must, in delivering the managed services, be able to deliver and guarantee savings to the contracting authority over the lifetime of the contract. The selected supplier will be expected to tailor its proposals and services to produce the best savings and performance mix for the contracting authority. The entire project is to be repaid through guaranteed performance savings, with significant risk transfer. The selected supplier will be expected to provide operational and maintenance support for the equipment as well as continuing items of equipment, the details of which will be set out in the memorandum of information. This will be extended to cover additional operation and maintenance of existing equipment and may include building/facilities works. The selected supplier will be required to demonstrate considerable expertise and experience of operating and maintaining over a considerable number of years. Where not funded by NHS or similar grant or other funding, the contracting authority would prefer the project (under UK accounting standards applicable at the date of publication of this notice) to be off the balance sheet of the contracting authority. Candidates will be expected to work with the contracting authority to make the case for this under the relevant accounting reporting standards. Furthermore, the contracting authority requires the contract to be a service contract, optimised to ensure maximum VAT recovery. The selected supplier is expected to apply for enhanced capital allowances and apply savings to reducing project costs. The selected supplier will be expected to work with the contracting authority to deliver a business case that indicates a reduction of cost and the generation of savings. The contract (and the associated charging and risk transfer structure) will be based on the Department of Health standard form project agreement (version 3, as amended and updated), which (with the exception of the standard form payment mechanism to that project agreement) will form the basis of the project agreement for the scheme, ensuring sufficient risk transfer to the selected supplier to satisfy the contracting authority's commercial business case. Performance of the service will be monitored and results linked to the payment mechanism. The contracting authority is keen to ensure that candidates have the proven project management and technical/engineering expertise and experience to deliver a project of this complexity. In particular, the selected supplier will be expected to demonstrate expertise and experience of designing, financing, installing, operating and maintaining equipment for the on-site service. To this end, the contracting authority may accept a consortium proposal if required in order to ensure the correct skill and experience mix.
