The impact of Structural Funds on health gains. The main goal of the EU Cohesion policy 2007–2013 is to reduce social and economic disparities between the regions in the EU and to support the achievement of the Lisbon objectives for growth and jobs. Health has been included for a first time as a priority for investment by the Structural Funds (SF), European Regional Development Fund and European Social Funds, in the Cohesion policy 2007–2013. The purpose of this tender is to identify and collect information about how health considerations were taken into account in the designing and development of non-health SF investments in the period 2007–2013 and to develop tools which will enable it to support in a practical way better integration of health considerations in regional development and subsequently, SF planning and implementation. This should include appropriate indicators for 'ex-ante' and 'ex post' evaluation of other sectors. Such tools should be piloted across convergence, phasing-out, phasing-in and competitiveness and employment regions with a view to assessing the capacity and capability of regions to use the tool(s) and evidence in the context of integrated regional planning, SF operational programmes and related performance measurement. The aim is to support the use of the learning from the work under this tender to inform the review and development of relevant regional policies/strategies and monitor the progress of current and future SF programmes and funded projects. This programme should be structured in such a way as to ensure further dissemination of the deliverables of the tender to the target groups after the end of the tender, inter alia by the production of the related training structure and material template for future workshops, as well as an appropriate communications plan. Mental health systems in European Union Member States, status of mental health in populations and benefits to be expected from investments into mental health. The mental health of the European population is of high relevance to population health in the European Union and to the EU's economic and social performance. The potential of mental well-being for the public health in the EU as well as for the EU's educational, social and economic performance is increasingly recognised. The current high burden of disease caused by mental disorders puts high strain on health systems in Member States and creates risks for their financial sustainability. Furthermore, sectors other than the health sectors are equally concerned: the greatest burden caused by mental disorders is carried by families, the biggest costs and losses are incurred in sectors such as the economy, social affairs and education. In order to support Member States in addressing public health challenges related to mental health, the EU launched, in June 2008, the 'European pact for mental health and well-being' through the high-level conference 'Together for mental health and well-being' (http://ec.europa.eu/health/mental_health/policy/index_en.htm). The objective of the pact is to promote at EU-level exchange and cooperation on challenges and opportunities in mental health, involving EU institutions, Member States and the relevant stakeholders. The implementation of the pact is expected to lead to policy conclusions and recommendations for actions addressed to policymakers at EU-level and in Member States and to relevant non-governmental actors. This call for tender is a relaunch of the call for tender EAHC/2010/Health/04, OJ 31.3.2010, 2010/S 63-092820, and invites a study on mental health status and mental health systems in Member States which aims at continuing to support the implementation of the 'European pact for mental health and well-being' and the process of developing policy conclusions and recommendations from the outcomes of the 5 thematic conferences that are held in connection with the pact's implementation. Network enabled strategic air transportation requirement study (10.CAP.RP.24). Before launching any development of a network enabled air transport (NEAT) capability concept demonstrator, a thorough requirement study needs to be undertaken. The NEAT capability requirement study will clearly identify and define the requirement for a system of systems. The improvement of interaction among all air transport (AT) organisations and structures existing in the European Union (EU) should be based on an overarching information and knowledge management (IKM), which includes information technology (IT). The best solution would be to avoid developing minor IT tools with separate functionalities but create an integrated business support domain, service oriented and based on existing decision support tools that would provide what the Agency's participating Member States (pMS) and the fragmented AT community existing within the EU really need. Capabilities can then be fostered and integrated into existing national systems. The IT solution should be considered as part of an information knowledge management system that provides more than just another planning or exchange tool. The study shall take into account the network enabled capability (NEC) principles for developing capabilities which are network enabled and should answer, amongst others, the following research questions and address the following issues: — what is the requirement for pMS and major AT organisations in the EU (e.g. EATC, AMCC, AMSCC, MCCE, HAW) for an IKM system? — provide a detailed requirement specification for such a system of systems, — describe the functions that should be fulfilled by the IKM system, — do existing IT systems cover the needs of the pMS? If not, what are the shortfalls? — what are the different existing IT capacities in AT area within the EU and in which way pMS and other AT entities are currently interacting? — how can the existing IT tools/management systems in the AT area be integrated in IKM? What integration functionalities should be developed to cover existing inefficiencies? — provide the technical specifications to develop the 'network enabled air transport concept demonstrator', — make a detailed cost estimate for the development of a fully functional system of systems, linking such an estimate to a thorough requirements description, — what is the requirement for pMS and major AT organisations in the EU (e.g. EATC, AMCC, AMSCC, MCCE, HAW) for a (secured) AT website? The secured website should be able to (but not limited to): — collect all existing airlift related memoranda of understanding, technical arrangements and other framework arrangements between pMS, — exchange information on training facilities and opportunities (offers and requests), — create an EU airlift point of contact (PoC) list, — propose a centralised resources/facilities list (landing zones, drop zones, (low) flying areas, flight simulators, fuselage training, etc.), — promote major airlift events (e.g. seminars, meetings, conferences), — be linked with web pages of major AT organisations (e.g. EATC, EAG, MCCE) and other relevant websites, — the contract shall include maintenance and information gathering for the (secured) website. Re-evaluation of the website will be done after a 1-year trial period. The IKM is considered as a key enabler to improve the airlift provision within the EU and, as such, it has to be efficient, user-friendly, reliable and auditable for all the users. It also needs to provide to all users a permanent visibility of near real time updated information and address potential future connectivity to other software used by airlift organisations and fleets (inherent growth capability).
