UK-London: business intelligence software package
Contract for provision of a business intelligence platform for the Energy Saving Trust. Service Description for provision of a Business Intelligence Platform. Background to the Energy Saving Trust. The Energy Saving Trust is one of the UK's leading organisations set up to address the damaging effects of climate change. We aim to cut carbon dioxide emissions – the main greenhouse gas causing climate change – by promoting the sustainable and efficient use of energy. The Energy Saving Trust is an independent, non-profit making organisation and acts as a bridge from government to consumers, trade, businesses, local authorities and the energy market. We provide impartial information and advice and have a network of advice centres in the UK specifically designed to help consumers take action to save energy. The Required Services. Background. The Energy Saving Trust (EST) has gathered valuable information on customers, properties and importantly the energy measures which they have installed. This information has been garnered through EST's customer touch points including its website, its advice contact centres and through a various third party channels. Most of this information is stored as data within the Website, the CRM systems and a variety of bespoke applications and databases. The overall volume of the data is quite high with current estimates of circa 6 000 000 customer contact records and an estimate 15 000 000 property records. Additionally much of this data spans a period of 18 years and assets include both 'real' and 'modelled' (Experian) data on both home characteristics (property age) and householders (socio demographic). Whilst the data contained in these data silos is quite voluminous, there is currently no single view across these data sources and indeed no integration between them. The resultant effect is that the business is not able to fully realise the value contained in these data assets and is therefore reasonably disabled from achieving the full potential of its delivery goals. The impacts of the current data can be quantified in the following ways: — Data gaps - are preventing effective targeting of householders, properties and businesses. Examples of these include incomplete postcode information and the absence of utility information to baseline a households current and future energy spend, — Lack of suitable application and user interfaces - prevents the data from being viewed and queried in an efficient manner, — The disparate data stores - prevent EST from effectively evaluating the impact of its policies and programmes, — The architecture - on some of the current systems and data stores presents limited opportunities for integration and consolidation. Objectives of this project: — To have a complete and accurate view of who are customers are and how they are interacting with us (i.e. customers are citizens resident in a dwelling and landlords), — To enable commercialisation of the current data assets, — To build more insight on our customers in order to better target them and advise them to take more action, — To enable more relevant customer segmentation, — To enable rapid integration of rich customer data with analytics and cross-media tools, — To provide further customer insight to key stakeholders, — Reduce the cost implementing energy saving measures through having a better understanding of our customers and therefore a more targeted service, — To develop a comprehensive understanding of the potential for low carbon retrofit measures in the UK housing stock, — To provide an attractive and useful user interface for customers in order to develop commercial products for private and public sector clients, — To meet demonstrate the positive impacts of EST policies and programs to key stakeholders, — To enable the targeting of key local authority areas for refurbishment programmes. Describe the services. EST is seeking the delivery of an appropriate business intelligence platform to deliver the business objectives and specifically the services below which support the objectives. — Solution design and architecture of a BI platform that will meet EST's needs as articulated, — Development and implementation of the business intelligence platform including, — Delivery platform (cloud, SaaS, in-house service), — Software, — Presentation applications and interface/s, — Definition and implementation of an approach to data delivery (ETL, data mart), — Delivery of business intelligence reporting and analytics, — Delivery of training and handover of the platform to end users. Timescales. EST is aiming to award this contract by March 20th, 2011. It is envisaged that the initial contract will be a 1 year contract (2011 – 2012) to expire naturally on it anniversary, unless it is extended for a further 2 (1) year periods to naturally expire at the end of each year, subject to varied terms. EST reserves the right to alter or withdraw this EOI at any time and is in no way obligated to proceed to any subsequent phase in relation to this EOI.
