Within the UNFCCC negotiations, a number of reforms to the carbon market are being discussed that would help to improve its efficiency, environmental integrity and potentially increase access to the CDM by underrepresented countries and regions. Standardised approaches (referred to in UNFCCC discussions as 'standardized baselines') are CDM methodologies based on uniform methods and procedures applicable to multiple projects. Instead of complex, project-specific tests for additionality and calculations of baseline emissions, project developers could use standard emission factors or choose to measure their project against an agreed performance standard for their particular project type. The UK's Department for International Development (DFID) is seeking to offer a contract, for which the successful bidder will develop specific practical examples of performance standards and default factors that could be applied to CDM projects. The project should demonstrate how standardised approaches can be adapted to suit national circumstances. In demonstrating the benefits of standardised approaches, and targeting project types of particular interest to low income countries, the work should help demonstrate how standardised approaches can help improve access to the CDM for countries that are currently underrepresented in the mechanism.
