The contracting authority is seeking to set up a framework of experienced service partners who can reprovide energy and energy management facilities and provide services (generated electricity, steam, heating and cooling, plus other demand side energy reductions) for any NHS Trust or body. Expressions of interest are invited for the provision of an electronic contract notice creation and streaming service to allow Ministry of Defence (MOD) acquisition teams the ability to upload advertisements of tender and contract opportunities through to the Official Journal of the European Union (OJEU), the European Defence Agency's (EDA) Electronic Bulletin Board (EBB), the UK Government's "Contract Finder" portals and a separate website maintained on MOD's behalf by the supplier. In 2009/10 MOD acquisition teams placed some 24 400 contracts with an collective value of 15.9 billion GBP. In addition to the mandatory advertising of such requirements as appropriate through the OJEU and other electronic portals, MOD acquisition teams also publish and advertise requirements in excess of set thresholds though its MOD Defence Contracts Bulletin (DCB) website www.contracts.mod.uk and other sites. The requirement is for the provision of a "DCB" website capable of providing a bespoke contract notice creation and streaming service to selected electronic portals including the UK Govt Contracts Finder portal. The DCB website requires support, maintenance and development by the potential bidder to ensure it is an authoritative source of MOD procurement requirements as well as allowing suppliers the opportunity to directly access notification of tender and contract requirements in the UK Defence Sector.
