DFID wishes to appoint a service provider (SP) to support the facility for oil sector transparency [Foster] in Nigeria. Foster aims to improve transparency and accountability in oil sector governance through Nigeria's core NEITI (Nigeria's extractive industries transparency initiative) institutions as well as other government, industry and civil society stakeholders by providing a blend of technical advice and grant assistance. Foster will support the generation of sound technical analysis of key oil sector issues, related to transparency and accountability, aim to ensure more effective involvement of the various institutions in oil sector oversight and accountability functions, build the capacity of NEITI for more effective communication of audits and other key information about oil sector governance. Contract for NYnet ICT consultancy framework. NYnet. NYnet is a private company wholly owned by North Yorkshire County Council. The company manages a high speed MPLS fibre network, which supplies WAN solutions to the public sector. Within 2 years of being set up in 2007, its customer base has grown rapidly to include the County Council, District Councils, Fire & Rescue, health and higher education colleges. By the end of 2010 there will be around 800 public sector sites attached to the network with further growth anticipated, all served by high speed, QoS enabled links, which reach over 50 000 people. Further information about NYnet is available on its website www.nynet.co.uk. Scope of the contract. NYnet wishes to award a contract for 4 years specialist ICT consultancy. NYnet is now expanding the scope of our service to public sector bodies to include the provision of hosted and shared data and information services for and between our public sector customers. The first step in this has been to acquire an "on-net" data centre facility, which has been secured through a contract with Servo. This provides a tier 3 data centre capability directly connected into customers' VPNs via resilient links to 2 main NYnet PoPs. We are currently developing a range of customer and market-led products and solutions that will reside within this data centre. We recognise that there is a vast range of potential products and services that may be required by our customers in this market-space. We further recognise that a very wide range of expertise and skills may be required to conduct the necessary reviews, feasibility, design and implementation of these solutions. NYnet does not wish to directly retain these skills; instead we wish to enter into a framework agreement with suitable consultancies from whom we may draw down resources to assist with the solutions as the market develops and customer opportunities are identified. Consultancy requirements. NYnet wishes to establish a matrix of services against cost for the entire anticipated scope of expertise we may require. Provision of managed service for requests for assistance from rail passengers with reduced mobility. The Train Operating Companies (TOCs) of Great Britain currently offer an assistance service to persons of reduced mobility when travelling by rail. The service ensures that staff assistance is available to such passengers when boarding or disembarking from trains. On behalf of the TOCs, the Association of Train Operating Companies (ATOC) is co-ordinating a programme to improve this service, one aspect of which is the procurement of a new system to mange assistance requests and bookings. The proposed service will accept assistance booking requests from TOC locations across Great Britain and will carry out a number of actions using this information: a) it will validate and store details of bookings made, passing them through to other systems and the station locations where assistance is to be provided as appropriate; b) it will facilitate the subsequent follow-up of bookings allow storage of follow-up information received from customers to be maintained, and will facilitate such follow-up; c) using existing industry telecommunications networks, it will produce and distribute a number of operational and management information reports for use by TOCs. Applicants will be required to plan deliver and operate the service on behalf of ATOC Limited.
