Study on 'Monitoring of sectoral employment'. In view of the severe impact of the financial crisis on activity and employment, a European Economic Recovery Plan (EERP) was put in place, including a monitoring of the EU employment and social situation. Since February 2009, a monthly labour market monitoring report has reviewed the latest labour market trends with a special focus on specific sector developments. To further underpin this monitoring and to understand the sector implications of crisis recovery and exit strategies, this study aims at a systematic analysis of the interdependencies and linkages between the sectors, their sensitivity to cyclical variations and measures, and sector strategies which could reinforce the employment dimension of the crisis exit and EU 2020 strategies. The contractor is requested to provide a comprehensive collection and a long-term analysis of key sectoral data with a view to identifying and monitoring sectoral employment developments and interdependencies. The impact of the crisis will be analysed for a representative set of sectors and Member States, paying special attention to flexicurity, skills, outsourcing and restructuring, labour productivity, technological change, etc. Main objectives of the study: — to provide an overview of historical changes in sectoral employment, — to analyse in depth recent developments in sectoral employment, — to present an assessment of the direct and indirect impacts of the crisis and the measures implemented to mitigate its social effects on employment in selected sectors across MS, — to highlight future employment challenges, acknowledging sectoral differentiation. Framework agreement for the building of Council houses. This tender involves the implementation of framework agreements for the building of Council houses. It is anticipated that framework agreements shall be awarded to a minimum of five (5) contractors. Under the framework agreement North Ayrshire Council will award contracts through "mini-competitions". "Mini-competition" documents shall be issued to framework contractors from the appointed QS which may be either the Council itself or the external QS firm appointed by the Council as part of the particular project design team. All "mini-competitions" shall be on the basis of lowest cost subject to the contractor meeting minimum requirements with regards to the project plan, project team, health and safety information and any other project specific requirements as advised by the Council at the time of the "mini competition". Any contracts awarded through "mini-competitions" shall normally be on the basis of the traditional route as it is unlikely but not definitive that there will be any requirement for the framework contractor to carry out any design responsibilities. Applicants should note that, under the framework agreement, North Ayrshire Council shall not be under any obligation to carry out any "mini-competitions" or award any contracts to any framework contractors. The proposed framework agreement will be in place for a maximum period of 4 years, however contracts called off under the framework agreement may, where appropriate, continue beyond the 4 year term of the framework agreement. The award of contracts through the framework agreement is subject to both local Council and Scottish government funding availability therefore no meaningful estimate can be given for the total value of contracts to be awarded over the life of the framework agreement other than it is anticipated to be above the OJEU threshold through the duration of the framework agreement. North Ayrshire Council is not bound to accept the lowest or any bid and confirms that the issue of the PQQ, ITT for the framework agreement or issuing of "mini-competitions" does not constitute any form of instruction.
