UK-Reading: sewerage management services
1022/1 Private sewers and lateral drain maintenance and support programme management As a result of proposed regulations under the Water Act (2003) it is anticipated that Thames Water will adopt private sewers and lateral drains on the 1.10.2011. This will result in an increase of approximately 60 % (40 000 km) of sewer length to that currently supported by Thames Water. Projected figures suggest this may equate to up to 200 000 additional activities over and above the current sewer blockage clearance and maintenance provision. In order to support this increase in workload Thames Water intends to engage with one service provider to ensure a high quality customer experience is achieved. The scope of the project includes but is not limited to customer contact & management, planning & scheduling of remote teams, blockage clearance, associated minor works, associated major civil works, associated ancillary activities (e.g. jetting, tankering, over-pumping, clean-ups, sewer reconstitution, re-lining, CCTV survey, data collection & management, mapping activities (GIS)), a high level of end-customer engagement, extension of activities to cover existing public sewers, and other associated activities to be confirmed. In order to achieve the most effective service provision Thames Water will consider a number of delivery models based on both skill-set and geographically based work allocation. To ensure full clarity and support the decision making 5 lots have been created. This OJEU notice is for applications to Lot 1 only. Lot 1 – Managed Service or Managing Agent: Managed Service – Self delivery, delivery through sub contract, or a combination of both, of the end to end service encompassed within lots 2, 3, 4 or a combination of any of the 3. Managing Agent – Management on behalf of Thames Water of a number of potential contracts and frameworks between Thames Water and its service providers, in order to successfully deliver the services within Lots 2, 3, 4 or a combination of any of the 3. For information, details of the other Lots being considered as part of the Thames Water delivery model, and which may be considered as being delivered or managed under a Lot 1 proposal are outlined below. These are as advertised in OJEU notice 2010/S 219-336454 advertised on 8.11.2010. Register of smaller contractors who wish to be involved in the service provision. This may require development, training and standardisation activities. Successful application to this register will also allow details to be provided to larger service providers for potential sub-contracting, over-capacity support, business development opportunities or other activities relating to one or more of the above lots. Companies can apply for individual sub-lots in Lot 5 or any combination of sub-lots and/or lots. There may also be subsequent activities to support private pumping stations if and when adopted. All lots include: health and safety; provision of relevant materials, spares and tools; planning liaison; scheduling & dispatch; and capitalised maintenance that results from a reactive task and vehicles for all activity within scope across the operational sites.
