Tender for the provision of operational management of the Dorset "Sure Start" Children's Centres forming the Weymouth and Portland cluster. Welfare services for children and young people. Child daycare services. Legislation relating to the provision of the Sure Start Children's Centres is laid out in Part 1 of the Childcare Act 2006 and amendments made by the Apprenticeships, Skills, Children and Learning Act 2009. Sure Start Children's Centres provide integrated services for children under five and their families at accessible community locations, based on the premise that only universal coverage can ensure that all the most disadvantaged children, wherever they live, can benefit. Each centre is charged with identifying vulnerable families in their reach area and targeting effective services to meet need in partnership with other agencies, parents and partners. The contract award will be for an initial three years with an option to renew for one further period of twelve months making four years in total. Dorset County Council is now seeking expressions of interest to provide operational management for the Children's Centre Services covering the Weymouth and Portland cluster. Specifically, this covers four centres based at Outlooks Children's Centre of Castle Road, Portland, Dorset DT5 1AU; Bincombe Children's Centre of Bincombe Valley Primary School, Culliford Way, Littlemoor, Dorset DT3 6AF; The Mulberry Children's Centre of Commercial Road, Weymouth, Dorset DT4 8NG and Westham Children's Centre of Radipole Lane, Westham, Weymouth, Dorset DT4 0QF. At December 2009, the total number of children under five years in the four reach areas was 3577. DCC would particularly welcome bids from, or including, the voluntary sector. Services to be provided may include but are not limited to: — appropriate effective support and outreach services to parents/carers and children who have been identified by the Supplier or Dorset County Council or its partners or other government agencies as in need of them, — information and advice to parents/carers on a range of subjects including but not limited to local childcare, looking after babies and young children and local early years provision (childcare and early learning) for three and four year olds. This shall be in partnership with the Dorset family Information Service or subsequent body, — a base for a childminder network, — drop in sessions and other effective "targeted activities for children and parents/carers at the centre that fully meet local needs and measurably improve the outcomes for the children", — establish enduring effective links with Jobcentre Plus, or subsequent body; local training providers; colleges or other providers to support parents/ carers to return to employment and/or access work related training, — to work effectively with local child and family health services, including but not limited to local midwives and health visitors to support the delivery of the Healthy Child Programme. Dorset County Council is anxious to establish a sustainable and enduring Service which has capacity to deliver flexible responses to reflect changed in demand or the shape and content of the Service. Dorset County Council is seeking proposals that recognise and reflect the requirement to establish delivery of effective service on the basis of "locality working" and active involvement of the Third Sector and Not for Profit Providers working as main or sub-contractors. UK-Northallerton: energy-management services
Upgrade of an existing energy management system. North Yorkshire County Council wishes to award a single supplier framework agreement to upgrade the Council's existing energy management system. The Council's existing energy management system (EMS) controls heating, hot water and ventilation equipment and operates on both the Andover controls "Infinity" and "Continuum" platforms. The majority of Council sites are currently Andover "Infinity" based. The existing Council Andover "Infinity" platform is now osbolete. The Council's exisitng EMS now requires an upgrade to it software and assoicated hardware. The Council is upgrading from its local, dial-up server to a centralised, networked, virtual server installation which will be managed and maintained by the Council's IT department based at County Hall, Northallerton. This arrangement will provide a platform capable of handling the Council's current and future EMS requirements. The overall scope of the works includes the specification and installation of appropriate hardware, the creation of a suite of standard control programmes customised to meet the requirements of each individual site, the provision of graphical user interfaces and commissioning of each installatio. The agreement will initially be for a period of 2 years, with an option to extend by 2 further one year periods. The contract value is currently estimated to be between 200 000 GBP and 1 000 000 GBP. The lower figure of 200 000 GBP relates to approximatley 20 corporate council sites that have an imminent upgrade requirement. The upper figure of 1 000 000 GBP incorporates the lower figure and also includes the remaining Council sites that have the discretion on whether to implement an EMS upgrade. The total potential number of properties involved is 470. These properties are geographically spread across the County of North Yorkshire and are comprised of: 100 properties that are connect to the Council's existing Central EMS located at the County Hall, Northallerton. Approximately, 20 of the 100 properties are Council owned and form the first stage of the upgrade. Approximately, 80 of the 100 properties are schools; each school has a delegated authority to determine the inclusion of their school in this upgrade. 70 properties have either an existing standalone EMS or an obsolete EMS. These properties may wish to participate in either replacing or upgrading their equipment within this agreement. 300 remaining Council properties are currently without appropriate energy controls and may choose to participate with an EMS installation compatiable with the Council's EMS. The Council's intention is to execute the upgrade in stages through formal further competitions during the agreement period. The first stage will require the replacement of the existing non-Ethernet network controllers at approximately 20 Council sites with Ethernet enabled network controllers and the update of site specific control software to a suite of common programmes. The Council also requires the provision of a high quality graphics based user interface to enable individual site managers to interrogate their controls and make site specific adjustments. This element of the agreement is to be completed within the first 12 months of the agreement period and will be subject to a further competition. Subsequent stages will be issued via further competition for individual requirements and/or packages of requirements. The aim of the project is to provide improved visitor access and a range of facilities including: staff offices, volunteer rooms & storage to the Basement, Ground and First Floor and the conversion of the Second Floor to accommodate three apartments and a volunteer dormitory. All designs are to meet the National Trust's conservation and environmental principles. Kingston University London is seeking a single building contractor to supply and fit replacement internal timber Fire Door Leafs / Sets and to upgrade existing Fire Doors to meet or exceed current building regulations on their residence and campus portfolio (4 x Campus & 5 x Residential sites). Each Leaf or set will be bespoke to suit a measured opening and would be required in a range of plain laminate colours to a maximum of 5 options. Single & Double leafs must meet BS476:22 or European equivalent. Please note that the University requires fire doors that are timber, not PVC or other similar material. The Contractor will also be expected to upgrade existing timber fire doors so the ability to work with this door material type is essential. The successful contractor should hold or be working towards valid Certification to BS8214:2008 or European equivalent for the installation of fire doors. Organisations should be accredited within the BM Trada Q-Mark door scheme or the British Woodworking Federation (BWF) Certifire or similar approved installers. Each site has undergone a full audit from which a detailed specification has been produced. The project duration has been based on dayworks for residential sites & nightworks for Campus sites. However the University has a flexible approach to the number of contractors onsite and this will be driven by the operational needs of the University. The scope includes but is not limited to rectification work to approximately Eighteen hundred upgrade door leafs and the installation of approximately Four hundred of new door leafs. The contractor would be responsible for the production and management of an accurate programme for prior approval and agreement. Sign off of completed works will be carried out by the Universitys appointed project manager, this successful sign off will form the basis of payment applications. The University must remain fully operational throughout the duration of this project. Therefore the contractor shall be responsible for scheduling and managing the works and liaising with University departments and faculty staff. The contractor should ensure that their works do not interfere with the smooth running of the University and that all works are executed in such a manner that staff, students and general visitors remain as unaffected as possible.
