Cordale Housing Association Limited (Cordale) and Cunninghame Housing Association Limited (Cunninghame) are working in collaboration and are seeking formal expressions of interest from prospective development partners with appropriate resources and expertise to participate in a commercial partnership which will accelerate investment in new build and refurbished housing and act as a catalyst for social, physical and economic regeneration. Without prejudice to that generality, the commercial partnership will deliver a phased development in the order of 700 housing units in multiple locations in strategic housing investment plan (SHIP) areas in west Dunbartonshire, north Ayrshire, east Ayrshire and other areas in west central Scotland. Each local authority within Scotland has developed its own SHIP, as part of the strategic housing investment framework which is intended to assist the Scottish Government with its Affordable Housing Investment Programme. Each SHIP focuses on the delivery of affordable housing by location, type and tenure, with priorities being allocated in line with the strategic housing priorities outlined within the relevant local authority's SHIP. The development partner will: 1. be capable of producing quality housing with an approach to construction management that delivers value for money, economies of scale and energy efficiencies; 2. be required to deliver a new and imaginative funding structure that meets the Scottish Government's current priorities which must ensure the availability of innovative funding packages and lower Housing Association Grant levels; and 3. create a series of local economic benefits. Bidders should note that either Cordale or Cunninghame may as as lead developer on behalf of other registered social landlords within their respective areas of operation. For the avoidance of any doubt, Cordale and Cunninghame will not be in a position to fully fund construction costs on completion of the housing units. Accordingly, bidders will, as part of their innovative funding package, be required to provide funding for this purpose.
