UK-Keynsham: refuse and waste related services
Food and garden waste, and cardboard treatment and haulage services. The Council has awarded a contract for the treatment of food waste, the recycling/disposal of residues and haulage services. The Contractor will be required to treat (by way of anaerobic digestion or in-vessel composting) food waste generated by householders in the Council's district. The Council is considering rolling out food waste collection services to schools, commercial premises and flats in the future, and the Contractor will be required to accept and process this waste by way of a variation to the contract. The Council also invited and received offers in respect of the treatment of garden waste and cardboard with the food waste collected by the Council and may, in the future, vary the contract to introduce one or both of these additional services. The Council aspires that the compost or digestate produced by way of the treatment process should meet the quality protocol PAS 100 (for compost) and PAS 110 (for digestate). Furthermore, any additional products should be capable of beneficial reuse, and the Contractor should assist the Council in diverting biodegradable waste from landfill. It was a requirement of the procurement process that the Contractor would be able to market digestate, compost, produce energy including the supply of biogas and/or heat and/or electricity to neighbouring users and/or the Council and/or the National Grid and/or others. The contract will commence on 4.10.2010. The Contractor will have a treatment facility available from the Commencement Date and for the duration of the contract to accept and process waste delivered to it by or on behalf of the Council.
