UK-Newcastle upon Tyne: financial and insurance services
Finance for Business North East Microloan Fund Management Contract. The contract is for the delivery of the Finance for Business North East Microloan Fund in the North East of England (the Fund or Microloan Fund). The Fund is being established by North East Finance (Holdco) Limited (NEFL) in its capacity as the holding fund manager of the North East of England JEREMIE programme and will become the seventh fund in NEFL's JEREMIE portfoio. The Contracting Authority will be a wholly-owned subsidiary of NEFL: North East Finance (Subco) Limited. JEREMIE is the Joint European Resources for Micro to Medium Enterprises initiative of the European Commission and the European Investment Fund, which is designed to increase the availability of finance to micro, small and medium sized enterprises in the European Union. NEFL has raised in total 125 000 000 GBP of investment capital from the European Regional Development Fund, One North East and the European Investment Bank and this will be invested in SMEs based in the North East of England by 2015 via a number of venture capital and loan funds, including the Microloan Fund. The capital allocated to the Microloan Fund is 5 000 000 GBP, which is to be fully invested by 31 December 2014. Depending on the level of unmet market demand for small amounts of loan finance and the performance of the appointed fund manager, additional capital up to a maximum of 2 500 000 GBP may be allocated to the Fund by NEFL. NEFL may also extend the term of the contract (and the active lending phase) by up to two years. The Microloan Fund will operate as a loan fund and will make loans of between 1 000 GBP and 25 000 GBP to individuals, pre-start enterprises and existing businesses located in the North East of England region. The maximum term of any loan made by the Fund will be 3 years. The duration of the contract is therefore anticipated to be approximately 7,5 years, with 4,25 years of active investment period and 3,25 years to manage collection of the loans, fullly realise and wind up the Fund and prepare and submit to NEFL the final Fund reports. This duration may be extended by up to two years by NEFL. The Fund is intended to stimulate business and job creation in the region by making small amounts of funding available to commercially viable businesses which have been unable to raise any finance (or the full amount of funding they require) from a commercial/mainstream source. This may be because they lack collateral or a trading history or because lenders consider them to be too high risk due to their circumstances or characteristics. The Fund Manager will be required to lend specified proportions of the fund capital to distinct customer groups, including: — disadvantaged individuals who wish to start a business, — other individuals who wish to start a business, — existing sole traders and micro and small companies. The Fund must operate at all times in accordance with the De Minimis Aid Block Exemption EC Regulation 1998/2006. As a consequence of the state aid regulations and the regulations governing the use of European Regional Development Fund and European Investment Bank monies, the Fund cannot invest in businesses operating in a number of sectors (including retail) and cannot invest in businesses or undertakings in difficulty. The fund manager will be required to perform all fund management functions but will not deal directly with any cash management functions, as the loan capital will be disbursed direct from NEFL (via a its wholly-owned subsidiary, North East Finance (Subco) Limited (NEFS)) to borrowers and all payments of capital and interest will be made direct by borrowers to NEFS. As such, the fund manager will not be required to perform any treasury or idle funds management functions. The responsibilities of the fund manager will include the following: 1. promoting and marketing the Fund to ensure prospective customers from across the region are aware of it; 2. providing assistance where required to some borrowers in preparing loan applications or business plans; 3. operating an efficient application and loan completion system, to enable a high volume of loans to be made; 4. operating a standardised system which is also tailored as necessary to facilitate lending to the different target customer groups of the Fund; 5. issuing and completing loan agreements and arranging for the loan funds to be advanced by NEFS to the borrowers; 6. providing or facilitating post-investment support to some borrowers where necessary and appropriate to reduce default; 7. monitoring all investments and managing the collection of payments, and reporting to NEFL on Fund performance and; 8. ensuring all Fund outputs are recorded and reported to NEFL, and meeting with NEFL and stakeholders to report on performance. Sponsorship of Council Assets. The Council wishes to maintain its sponsorship scheme for assets including roundabouts and boundaries. It is seeking to engage a marketing agency to secure and administer the commercial sponsorship of the sites on the Council's behalf. There is a stock of c.200 possible roundabout sites, although some districts still have sponsorship schemes in place. Until these contracts come up for renewal, c.100 will be available for the Council sponsorship scheme, of which the number currently sponsored is c.50. Where appropriate, verges will also be available for sponsorship. There are 38 Kent boundary signs. In addition, there are other signs that could be considered for sponsorship that are not exclusively owned by KCC, such as gateway signs to towns and villages.
