2243 (C9) Life skills project: older people in the competitiveness area. The Big Lottery Fund (BIG) is the largest Lottery Distributor in the UK. In 2009/2010 it received over 28 000 applications and currently has some 40 000 grants in management. In Wales, BIG and its predecessors have invested over 600 000 000 GBP in projects that support the needs of communities across Wales. In recent years this has included the investment of 7 000 000 GBP in skills development through its Stepping Stones programme, which sought to help participants engage with education, employment or volunteering. To further BIG's aspirations in this area of work, we have secured funding from the European Social Fund (ESF) through the Welsh European Funding Office (WEFO) to deliver the Life Skills project under the Priority 2, Theme 1 of the EU Competitiveness Framework. The Life Skills project will tackle economic inactivity by engaging with participants and supporting them in increasing their skills, to overcome barriers to work and to re-engage with education, employment, volunteering and/or training/learning. BIG will, through a series of competitive tender exercises, appoint Bidders to deliver individual packages of support and training to participants throughout the Competitiveness areas of Wales. This contract notice is specifically for the provision of services for older people that are not in education, employment or training, who reside within the Competitiveness areas. For the purpose of this procurement exercise "Older People" are defined using the following definition: "Participants must be aged 50 or above at the time of engagement and resident in the Competitiveness area of Wales. Participants must also be either unemployed or economically inactive and not in education or training". The Local Authority areas that are eligible for Competitiveness funding are: — Flintshire, Wrexham, Powys, Monmouthshire, Newport, Cardiff and The Vale of Glamorgan. BIG anticipates awarding contracts to Bidders who have the specialist skills, knowledge and experience to engage with participants who meet BIG's definition of "Older People" that reside within the Competitiveness area of Wales. Bidders will have the ability to offer individually tailored packages of support that will enable participants to progress into education, training, volunteering and employment. In addition to engaging with the agreed target number of participants, there is a requirement and added emphasis that participants will progress into sustainable employment. The overall contract value(s) will be split into stages that track the participant's journey, with the largest proportion being a job outcome payment. Collectively, through all contracts awarded, 900 participants who meet the definition of "Older People" will have been engaged and supported by the end of the programme. In order to ensure that this is met, it will be the responsibility of the Bidders to indicate how many participants they have the capacity to engage with and support over the duration of the contract. Contracts will be awarded from the top ranked Bidder downwards on a value for money basis until we run out of participants or money. BIG will be looking to award contracts that, collectively, target a range of participants who meet the definition of "Older People", and provide a geographical spread of projects across Wales. Details of the payment stages and performance outputs to be achieved by Bidders will be available within the 'Invitation To Tender' documentation. For this procurement exercise there is a budget of approximately 950 000 GBP (inclusive of VAT). Contract values will range between 150 000 GBP and 950 000 GBP (including VAT) over the contract term. Contract terms will be for a period of up to 4 years, with the option to review and possibly extend for a further 12 months. All project delivery must be completed by 1.3.2015.
