UK-East Kilbride: fund manager for Afghanistan Business Innovation Fund. DFID is seeking to procure the services of a consultant to act as fund manager to establish and run the Afghanistan Business Innovation Challenge Fund (ABIF) under DFID Afghanistan's Supporting Employment and Enterprise Development (SEED) umbrella programme (2009-2013). The Fund Manager will be required to disburse matching grants to third parties from the private sector on a competitive basis and provide technical expertise in the following areas; private sector development in fragile states - specifically the promotion and facilitation of private sector investment into innovative business models that yield wider developmental/ pro-poor benefits, among others through transformative market system changes. The overall goal of SEED is to increase economic opportunity delivered by the private sector, resulting in the creation of 20 000 jobs and a 10 % increase in incomes of 200 000 Afghans by 2013. Its Purpose is to strengthen the private sector's ability to invest and compete. The ABIF aims to support the SEED purpose and goal by catalysing innovative business models that improve access to markets and contribute to income and employment generation. Economic, financial and related consultancy services framework. The contracting authority with the support of other public bodies intends to award a collaborative framework agreement. The contracting authority is acting as the lead purchaser. In addition to the lead purchaser, the UK public bodies named at section VI.3 have committed on a non-contractually binding basis to this procurement. A framework is required for the provision of specialist consultancy advice relating to economic, financial and related consultancy services. The framework has been divided into seven broad Lots: Lot 1 - Energy advice relating to economic and environmental areas. Lot 2 - Transport advice covering economic and related areas. New Work connection project. The New Work connection project is an ESF Convergence funded project, covering the four local authority areas of Ynys Mon, Conwy, Denbighshire and Gwynedd. It aims to provide intensive support and guidance to people, who are both economically inactive and facing major disadvantages in their lives, with regard to pursuing training and employment opportunities. The sponsors of the project are the 4 Social service departments from these Local Authorities. The Conwy social service department working with the Mental health partnership provides help and support to those individuals and their families with Mental Health problems. But we recognise that more needs to be done to support people disadvantaged by mental illness and the associated stigma, to undertake training and employment. The value of both training and employment has long been acknowledged as key to promoting recovery and to assist the individual in taking up their rightful position within the community. The New Work connections project intends to provide individuals with Mental health problems greater opportunity to achieve economic independence and greater self esteem. The ultimate goals and outcome will understandably be different between individuals but the objective is to assist each participant to achieve their own potential. Conwy County Borough Council wishes to work with suitably qualified and capable organisations to provide training and employment opportunities for adults with Mental Health needs. The project aims to increase employment and tackle economic inactivity by bringing more people into employment by implementing active labour market policies and supporting people to overcome a wide range of barriers to sustainable employment, and helping to address specific barriers faced by disadvantaged groups. In 2009/2010 it received over 28,000 applications and currently has some 40 000 grants in management. In Wales, BIG and its predecessors have invested over 600 000 000 GBP in projects that support the needs of communities across Wales. People and Places is the demand led programme for Wales. Launched in 2005 it enables people to become involved in revitalising their communities, improving community relations, and enhancing their local environment, community services and amenities. The programme supports co-ordinated action by people to make their communities better places to live. It will support local projects and projects that operate in more than one geographical area, regionally or throughout Wales. People and Places aims to enable people to work together for strong communities, social justice and better rural and urban environments. Projects are expected to: — meet a proven need and work together to make the community a better place, — help people to develop their skills and confidence so that they can become more involved in and lead community projects, — consult people that will benefit, — tackle problems in new ways, although we will support tried and tested ideas as long as there are new or enhanced elements, — bring real improvements to communities and the lives of people most in need. In order to support applicants, BIG requires an organisation to provide a bilingual, Wales-wide support service to help our funding reach people and communities most in need by improving the quality of applications to BIG's People and Places programme, reducing the number of ineligible or low quality applications, and improving the number of successful applications generally, as well as from key areas and sectors. The works will entail specialist assessment of the impacts of the proposed Stafford Western Access Route which will provide a new road on the western edge of Stafford connecting Newport Road and the A34 through both survey and analysis of existing data and working with the Highway Projects Delivery Group of Staffordshire County Council to integrate mitigation measures into the project, particularly measures for the protection of a nationally designated nature conservation site (SSSI) and its hydrology.
