Any contract entered into in terms of this tender shall remain in force for the period stated in the tender or until the cumulative value of business placed under the contract for the complete range of goods specified reaches 5 000 000 GBP over the 13 or 25 month period, whichever is the earlier. The approximate value for the 26 Scotland Excel members participating from 2.7.2010 is 2 000 000 GBP per annum. Participation from other local authorities in Scotland, that become Scotland Excel members, could potentially increase the value of this contract to approximately 2 500 000 GBP per annum. However, this will depend upon members stated in the framework contract scope and prospective members joining the contract and future usage. CD0499 – Housing Related Support Service at Jasmine Green & Avenue Mansions. There is an option to tender for one or both of the services; Jasmine Green is option A and Avenue Mansions is option B. Jasmine Green – The service will provide housing support to 4 young people aged 16 to 18+ years who have been looked after by the County Council and deemed by the County Council to be in need of accommodation and support. Additionally places may be allocated to young homeless people (16–18+) if one or more places are not required by care leavers. Applications for places in the accommodation will be identified through the Suffolk County Allocation Policy a copy of which is appended to the tender. The service will be provided in an end of terrace house owned by Orbit Housing Association. The nominated young people will be assured short hold tenants and be subject to relevant rental agreements. The property will provide each tenant with a furnished bedsit flat with shared kitchen, bathroom and lounge/diner along with sleeping accommodation for staff. Avenue Mansions – The service will provide housing related support to 9 young people aged 16 to 24 years in need of move on accommodation and support. Applications for places in the accommodation will be identified through The Suffolk County Allocation Policy a copy of which is appended to the tender. The service will be provided in a redeveloped sheltered property owned by Waveney District Council and managed by Orwell Housing Association. The nominated young people will be licensees of Orwell Housing and be subject to relevant rental agreements. The property will provide 6 self contained 1 bedroom flats and 3 self contained studio flats. The service is situated close to an existing service for older people and any new referral must be sensitive to this. The primary eligibility test will be that the client has been through a successful period of support at a local hostel or with an equivalent provider and has proved that they have the ability to now work towards greater independence in a semi independent environment. It is expected that one of the criteria for entering the service will be that each young person will be either in full time education/training or employment before any offer is made to this service. The contract is for 3 years with an option to extend for up to a further 24 months. Please note the budgets will be in the region of 110 000 GBP per annum for Jasmine Green and 52 000 GBP per annum for Avenue Mansions. The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs.) For the avoidance of doubt, the contracting authority points out that no weight will be attached to whether or not an economic operator is an SME in selecting economic operators to submit tenders or in assessing the most economically advantageous tender.
