The authority has an annual enrolment of almost 40 000 learners and some 1 100 staff across all locations. During a typically busy period this translates into a daily footfall estimated in the region of 1 465 people for the above locations. The authority expects the successful tenderer to be able to achieve combined annual sales in the region of 500 000 GBP to 550 000 GBP with the potential for growth over time. The authority will meet some running costs including heating, electricity and local rates payable. Further detail of running costs will be set out in the ITT. The Authority will also provide facilities at each location and full use of all heavy and light catering equipment. Further details of the facilities and equipment are set out in the ITT. The Catering Services also include the provision of vending facilities across all locations, subject to any existing contractual obligations. Annual vending sales are estimated in the region of 150 000 to 175 000 GBP with the potential for growth over time. While the primary intent of the authority is not to make a profit on the Catering Services, it will require a reasonable return to provide for coordination, planning, maintenance and improvement of facilities. Economic operators invited to tender will be required to submit a quote for an annual payment to the authority as part of tender submissions. Economic operators invited to tender may also be required to submit other payment proposals such as royalty fees and commission rates, which may be payable by the successful Tenderer to the authority on an annual basis. UK-London: IT services: consulting, software development, Internet and support
Support, maintenance and hosting of the Westminster Information Management System (WIMS). The City of Westminster's existing core accounting and financial information system, known internally as "Westminster Information Management System (WIMS)", is delivered using a suite of application modules from Oracle's JD Edwards EnterpriseOne enterprise resource planning software. This system is key to the proper management of the Council's financial accounts, planning and decision-taking processes. The Council's current contract for the management and hosting of this system will expire on 01st April 2011. The Council is looking to procure a supplier, for a relatively short-term contract, to continue delivering the existing W.I.M.S. system. This managed service contract is for the supply, implementation and support of all required facilities to provide W.I.M.S. for the contract period. The contract includes the hosting and maintenance of the hardware and support software, application software, processing of BACS and cheque payments, and problem resolution. Also, an annual disaster recovery exercise will be performed, with robust procedures established to recover the Council's data in the event of system failure. After implementation, the supplier will provide systems management and administration, including both technical information technology and application software support. Where required, the contractor will manage and maintain licences, support and maintenance agreements with software and hardware suppliers. The contract period will be for one year, with an option to extend for a period of up to one year. The contract extension provides flexibility to ensure the contract end date is aligned with the start date of the Council's new, integrated ERP system, to be delivered during 2012. The timescales for full implementation are short and the contractor must be able to provide the resources required to ensure that the implementation of a fully operational WIMS. system is achieved on 4.4.2011. Although this specification describes the minimum requirements for the existing computer system, the supplier will also be expected to manage, host and maintain any upgrades applied to the system between now and 1.4.2011. At this time, there is an on-going project to upgrade the JD Edwards application (from E1 8.10 to E1 9.0), JD Edwards Tools Release (8.97 to 8.98) and Oracle database (from 10.2 to 11.1g) during the fourth quarter of 2010. However, accurate details of the upgrade are not currently available, as these are still being finalised. As well as addressing the precise requirements listed in this document, suppliers are invited to propose how they can assist the City of Westminster in improving the financial and management information functionality of the current system. The WIMS system plays a vital role in ensuring that the Council fulfils its obligations for the proper administration of its financial affairs, as set out by Section 151 of the Local Government Act 1972. The supplier is expected to provide a detailed understanding of these statutory requirements and describe compliance arrangements when responding to this specification.
