UK-London: printing services
Marketing print and fulfilment services. — The BBC currently has a print roster in place which includes a print manager and 3 strategic printers with whom the BBC has a direct relationship. There are also additional agreements for printing services outside of the roster for specific projects. The current value of the print spend is circa 1 800 000 GBP-2 300 000 GBP per annum in total (including both the roster and in respect of additional specific projects). The BBC's preferred suppliers for design work are contractually obliged to use the BBC's 3 current preferred strategic printers for BBC orders, — Fulfilment requirements are covered by a separate roster. Fulfilment represents a spend of circa 500 000 GBP per annum. The BBC wishes to re-tender together its print and fulfilment requirements. For BBC orders the suppliers appointed will be able to source paper from the Office of Government Commerce (OGC) frameworks for paper supply and benefit from OGC negotiated rates. The requirements will be split into 2 separate lots. Bidders applying for lot 1 can also apply for lot 2. Similarly, bidders for lot 2 can also apply for lot 1. To manage lot 1 we are seeking to appoint 1 supplier, a 'Print Partner'. Our intention is that this relationship will operate in a similar way to a print management model but enabling greater control for BBC stakeholders to specify which printers are used and greater interaction if required. We are therefore looking specifically for a supplier with print management experience and capabilities. The Print Partner will be expected to enter into subcontracts with a range of print providers who will meet the BBC's requirements in respect of parts (a) to (e) of lot 1. The Print Partner is also free to propose that it provides some elements of the services itself. Parts (a) and (b) of lot 1 will be directly managed by the Print Partner and the BBC will have no direct contractual relationship with the subcontracted print providers. The BBC will, however, have some degree of involvement in the way in which the Print Partner selects its subcontracted print providers and this will be documented in the contract between the BBC and the Print Provider. Parts (c), (d) and (e) of Lot 1 will also be managed through the Print Partner, however, BBC stakeholders will require significant involvement from the subcontracted print provider itself and we expect a different commercial approach for these parts compared to Lot 1 parts (a) and (b). The BBC expects that all products will be produced in strict accordance with the BBC Branding and Environmental standards. The BBC will require the successful suppliers to advise users of the most cost effective solution to ensure value for money is obtained from the licence fee. The lot 1 provider will be responsible for enforcing the BBC's environmental policy. We will be promoting (as best practice) the use of minimum 50 % content recycled paper on all jobs, whilst also seeking an environmental grading/scoring service to be provided by the print partner so stakeholders can assess the environmental impact of each print job before proceeding.
