The Mayor and Burgesses of the London Borough of Greenwich (the "Authority") wishes to procure an experienced and well resourced developer partner to undertake the redevelopment of three estates namely Connaught, Morris Walk and Maryon Grove and Maryon Road (the "Three Woolwich Housing Estates"). The authority wishes to redevelop the Three Woolwich Housing Estates, including: — Removal of the existing homes that are no longer fit for purpose, — Transformation of the Woolwich Estates from a largely mono tenure area into a mixed tenure area in order to promote social mobility, economic growth and social well being, — Improvement of physical links between the Woolwich Estates and the wider community and to improve the permeability of the Woolwich Estates, — Delivery of an appropriate balance of family and non family housing. The successful tenderer will be responsible for the design and delivery of new housing units on approximately 12 hectare of land surrounding Woolwich Town Centre including associated development and construction infrastructure. The authority expects that the new housing units should include affordable housing, intermediate rent and sale, as well as homes for private sector sale. The authority anticipates that the project will deliver upwards of 1 500 new housing units including the re-provision of some affordable housing. The final numbers of units and of affordable units are to be determined during the dialogue. The authority envisages that the redevelopment will be undertaken in phases depending on funding availability, technical constraints and market capacity. The authority wishes to achieve an early start on site of the Connaught phase of the development. The authority will seek to develop a fully detailed construction programme during the dialogue phase of this procurement. The authority's aim is to procure timely redevelopment and regeneration of the Three Woolwich Housing Estates. The authority is keen to explore solutions which provide for ownership of some affordable units by the authority, or by its nominee in respect of units available for intermediate rent. The numbers of such units will be determined during the dialogue. The authority envisages that the successful tenderer will be required to provide appropriate funding through public and/or private finance.
