0910-237 Framework for spot purchase of temporary accommodation Islington Council invites suitable expressions of interest from suppliers to procure and manage private sector accommodation for the purpose of accommodating statutory homeless households, on a nightly booked basis. The households will comprise families with children as well as single people aged 16 upwards. This is a framework contract and the council is looking to appoint 14 providers. Current status Islington council currently houses approximately 280 homeless households in nightly booked temporary accommodation, both in and out of the borough. The eight contracts currently in place for the provision of this service are due to expire later this year. The requirement The Council is seeking to appoint providers to supply, manage and maintain a mixture of high quality properties, both shared and self-contained, which vary in size and location. Properties should be available to the council on a nightly charged basis. Expressions of interest are specifically invited from organisations that have a background in the provision of accommodation for vulnerable households and or social housing. This framework is open to 14 providers. We will shortlist a minimum of 5 and a maximum of 24 of the top scoring pre-qualification questionnaires to go forward to the tender stage. The contract specific questions will be scored and only those candidates achieving an overall score which meets the council's minimum requirement (as detailed in the questionnaire) will be shortlisted to tender. The value of this framework is estimated at 0 GBP - 25 000 000 GBP, and the anticipated length of the agreement is 4 years. It is estimated that the annual value of the contract will be around 6 000 000 GBP, but the council cannot guarantee the volume of work available to providers under this framework. Assessment criteria The framework will be awarded to the most economically advantageous tenders (MEAT) on the basis of cost (60 %) and quality (40 %). Framework agreement for the provision of a managed emergency boarding up service. In situations where a property has been found insecure or is insecure as a direct result of police action, the police are required to arrange for the property to be made safe for the purposes of crime prevention and/ or the protection of property, typically by way of arranging for the damaged area to be temporarily boarded up. The repair will be temporary in nature, will act to reduce the likelihood of opportunist burglary, weather or further damage and will enable the property to be left unguarded until the property owner/occupier arranges a permanent fix. Avon and Somerset Police Authority is acting as lead authority and has a requirement to set up a framework agreement which Avon and Somerset Police Authority and Devon and Cornwall Police Authority will call-off from and which will be open to Dyfed-Powys Police Authority to call-off from.
