UK-Woolwich: refuse recycling services
Design, build, finance and operation of an Anaerobic Digestion Facility. This contract notice advertises a food/green waste treatment contract proposed to be let by the Contracting Authority. It is envisaged that the contract let will be for the design, build, financing and operation of a facility for the long term treatment of food/green waste by anaerobic digestion (AD) and the disposal of residues. However, the Contracting Authority reserves the right to adopt a contract structure or financing model that best meets its needs. The capability to market digestate/compost and/or produce energy including supply of biogas and/or heat and/or electricity to neighbouring users and/or the Contracting Authority and/or the National Grid and/or others will be explored during the procurement process. The procurement is not intended to include any waste collection function or the delivery of waste to the facilities. However, as a matter of flexibility, the Contracting Authority may wish to include some ancillary waste management services such as (but not limited to) bulking and haulage operations. Although the Contracting Authority requires bidders to provide funding for the project, the Contracting Authority reserves the right to provide or procure capital contributions and/or finance to the project. The amount of any such capital contribution and/or funding will be determined by the Contracting Authority during the Competitive Dialogue procedure. The Contracting Authority proposes to make potential sites available to participants although participants may put forward their own site(s). The proposed site(s), on Purland Road London SE28, are identified on the Unitary Development Plan proposals map as within a defined industrial area. Therefore a waste and energy use of this kind is possible in land use planning terms. An Application to construct an AD plant here would need to be accompanied by an Environmental Statement. It is envisaged that the contract will be for 20-30 years in duration (to be determined during dialogue) from the date on which the facility becomes operational. It may include a right to extend the contract by up to 5 years; any option to extend will be explored during the procurement process. The estimated tonnages of food/green waste to be treated on behalf of the Contracting Authority is in the region of 20 000 tonnes per annum. The potential for the development of a larger facility to cater for waste from 3rd parties including commercial and/or industrial sector organisations and/or from other public sector organisations will be explored during the procurement process.
