Appointment of an Auditor of the accounts of the Auditor General for Wales. Under paragraph 13 of schedule 8 to the Government of Wales Act 2006, the Auditor General is required to prepare accounts for each financial year in accordance with directions given by the UK Treasury. Paragraph 15 requires the appointed external auditor to audit those accounts and lay them, together with the auditor's report, before the National Assembly for Wales. It is expected that the auditor will undertake this work in accordance with International Standards on Auditing (UK and Ireland) as applicable to the public sector. Paragraph 15 of schedule 8 to the Government of Wales Act 2006 also permits the appointed auditor to undertake examinations into the economy, efficiency and effectiveness into the Auditor General's use of resources (i.e. value for money studies). UK-London: financial transaction processing and clearing-house services
Cheque processing and clearing services (CP&CS). The contract concerns the supply to POL of integrated services to process and clear cheques as a method of payment, specifically to: (a) Accept pouches from up to 12 500 branches (average of 9 275 per day) after the close of business on day 0. The pouches are prepared and submitted by individual branches and are delivered to the processing centre by a logistics operator contracted by POL. The pouches contain cheques used as a method of payment or encashment (2 000 000 per month typ.), and cash deposit slips (120 000 per month type.) for processing as well as cheque deposit envelopes (235 000 per month type.) and a number of different items (35 000 per month type.) for sorting and forwarding to relevant parties. In addition, payment and deposit items are batched with Batch Control Vouchers (BCV) to be reconciled against the value of items received. The network typically submits approximately 550,000 batches of items per month. Depending on the location of the processing centre, the first delivery of cheques would typically be received at approximately 11:00pm, with the last at 4:30am; (b) Provide an overnight operation, 5 nights per week (Sunday to Thursday); (c) Out-clear cheques received at the processing centre in accordance with the delivery profile, and submit them to the relevant clearing house the following morning (day 1). The successful operator should ensure that POL is in receipt of funds by 8:00am, on day 2; (d) Prepare and submit IBDE files to clearing banks as required as part of the clearing process; (e) Provide POL with sufficient information (in a suitable format) of all cheques received and submitted to clearing; (f) Provide imaging capabilities to allow POL to view copies of the cleared cheques, cash deposit slips, and BCVs on demand in order to deal with enquiries received from POL, it's customers and clients; (g) Re-direct any items that have been incorrectly placed in the pouch to the relevant party; (h) Provide POL with timely warning of unpaid cheques and deal with enquiries in relation to pouches which were not received on site in order to ensure that fate of funds requirements are met. POL's unpaid cheque team is currently an in-house function and typically receives 10 000 unpaid items a month; (i) Provide sufficient management information on a regular basis to enable POL to assess the performance of the operation. This information will be used to monitor the Service Levels agreed between the two parties as part of this process; (j) Deal with ad-hoc enquiries received from POL Product & Branch Accounting (P&BA), and POL's partner banks; (k) Have comprehensive business continuity procedures in place to deal with issues of loss or disaster; (l) Migrate the service from the current operator, ensuring a seamless continuity of service to our branches and enquiry teams, including availability of images.
