UK-Glasgow: repair and maintenance services
CCTV Maintenance Contract 2011. Repair and maintenance services. Preventive maintenance services. Communications system maintenance services. Repair and maintenance services of audio-visual and optical equipment. Repair and maintenance services of television equipment. Repair and maintenance services of video equipment. Maintenance and repair of computer equipment. The contract comprises the maintenance repair and upgrading of CCTV installations at approximately 75 sites at various locations throughout the city of Glasgow, UK. The number of sites may vary up or down during the term of the contract due to acquisitions, demolitions and/or disposals. The installations protect the contracting authority's customers and the general public by providing overt surveillance of the neighbourhood, alarm raising capacity, and evidence support to the Procurator Fiscal. The complexity of the installations varies but for the most part, these are multi camera installations hard wired to monitoring stations in the immediate locus. Typically, the installations serve internal common areas and the immediate external environment of the properties which may be multi-storey, deck access or low rise tenement properties (or a combination of these). Cameras, which may be fixed or remotely operated, are located in the public areas of the buildings internally, within elevators, on the external face of the building and pole mounted at various locations throughout the sites. The systems comprise all cameras, camera housings, lens and vision panel cleaning equipment, columns, column raising and lowering mechanisms, cable and fibre infrastructures, associated electrical systems, telemetry, user controls, monitoring equipment and recording media. All recording equipment has been upgraded to digital video recorders in 2011. To maintain the integrity of the installations and service continuity for GHA customers, the contract will require the service provider to implement a prescribed regime of planned maintenance at all sites and to provide a 24 hour emergency call out service all year round. This maintenance regime/call out service is the primary objective of the contract. The contract will place all breakdown risk with the service provider. The contractor will be expected to work closely with the contracting authority to minimise the cost of maintaining the installations. The contract also includes the installation of new CCTV systems, upgrading or extending existing installations in some circumstances, and adaptation of CCTV installations at sites where some of the properties served by the installation are demolished. It is anticipated that expenditure on the maintenance regime will be approximately 130 000 GBP in year one, reducing to approximately 100 000 GBP annually over five years. Expenditure on new installations and upgrading, extending or adapting existing installations is difficult to pre-estimate but for the purpose of representing the contract value in the Contract Notice, an average annual value of 30 000 GBP has been assumed. The terms of the proposed contract provide that there will be no guarantee of the volume of Orders to be instructed. UK-Bristol: air-traffic control services
Project Marshall (formerly JMATS - joint military air traffic services). Air-traffic control services. The authority to operate and regulate UK military aircraft is vested with the Secretary of State for Defence, who has directed that MoD maintains equivalence with civil ATM legislation, whilst sustaining national security and operational activity. This applies to all UK military airspace, at overseas airfields and during deployed operations. Currently this obligation is fulfilled through provision of large number of communication, surveillance and navigation system (CNS) equipments at over 100 locations in the UK, in Cyprus, Gibraltar and in the South Atlantic. Whilst some equipment has been replaced in the past 5 years, much of the equipment, particularly key surveillance and communication enablers, dates from the 1980s. It is obsolescent and a significant capital investment is required to replace it if a safe capability is to endure. In addition, increasing regulation of the airspace and airspace management requires some significant new capability to be provided. As a result of having a large number of equipments in service for the air traffic management (ATM) capability, all brought into service over varying timeframes, there are approximately 60 bespoke contracts providing industrial support, ranging from repair, spares supply and post design services (PDS) contracts through to availability based contractor logistic support (CLS). In addition to its pivotal role in the support of equipment at third line and beyond, industry also plays a key role in first and second line support. Elements of ATM support are embedded tasks in some multi activity contracts that provide a range of services to specific locations. Considered in conjunction with the disparate number of bespoke and discrete equipment support arrangements, there is considerable opportunity for rationalisation. Accordingly, the project, in ensuring a safe and enduring terminal ATM capability, has four key objectives: 1. to ensure a safe and enduring terminal ATM capability; 2. to address current issues of equipment obsolescence through a programme of capital investment; 3. to address current and emergent regulatory issues; 4. to rationalise arrangements in order to benefit from associated efficiencies and savings. The contract will comprise 2 distinct, but overlapping, phases as follows; transition: during transition, the Authority envisages transferring responsibility for service delivery on a phased basis with the service provider taking on responsibility for delivery of the Marshall technical services following installation of new equipment and/or upgrade of existing equipment. Operation: the phase-in of this period will commence when the service provider has taken on responsibility for a single technical service at least one site. The formal end of transition will be reached upon achievement of full operating capability when all technical services have been provided to all sites and full operation will then commence. This period will cover the provision of the service to the standard set out in the OBS, including manpower, training, maintenance, spares and obsolescence management. The Authority's initial analysis is that the optimum contract term is 22 years, based on a maximum transition period of 7 years followed by a 15 year "steady state" operational or service period. Design, Fabrication and Erection of a Steel Foot Bridge, St Elmo, Valletta, Malta. The purpose of this tender is to Design, fabricate, transport into place and erect a new steel foot bridge, jointing the St Elmo Foreshore to the St. Elmo breakwater. The foot bridge is to be solely used by pedestrians, this is conditioned by the rather steep staircases located at each end of the footbridge. The existing navigable channels are to be maintained, whilst a minimum clearance above high water sea level to the underside of the steel work of the proposed footbridge should not be less than 9.5 metres. The present bridge abutments are in good condition and should not be altered in fashion, and should form part of the final design concept. The overall width of the proposed foot bridge will be circa 6.1 metres thus respecting the original dimensions of the original design. The proposed footbridge is in area of high visual importance, as it visual prominent to vessels entering Grand Harbour, to this end the Tenderers' proposed design must achieve a high visual aesthetic quality, and the proposed footbridge design must not exceed the design envelope as indicated in the Tender document. The existing abutments are to be checked and strengthened as required. The Design should account for the provision and installation/erection of the following: (a) A steel foot bridge between existing abutments, at St, Elmo Breakwater, Malta. The existing central piers are not to be used in the design. The bridge must be designed in such a manner as to withstanding the harsh environmental conditions that exist on site, and due consideration during the design stage must be given to the detailing and prevention of corrosion. The choice of steel grade will have to fulfil the requirements of the implications of strength, toughness, weldability and corrosion. A high quality long lasting paint system must for part of the design submission. Stainless steel components shall be grade (min) 316L. Provision of suitable access to all members and surfaces for inspection, cleaning and painting should be a primary consideration in deciding on the sections and details to be incorporated in the design. Structures utilising closed sections, or welded closed box sections will be given preference in this regards. The bridge must be designed in a manner which allows for easy access during maintenance periods. The bridge should be designed to have a minimum design life of 120 yrs. (b) Timber decking to the foot bridge pedestrian area. (c) Hand rails to the existing stairways leading to the bridge, and from the bridge to the breakwater structure, as well as the installation of handrails to the proposed foot bridge. (d) A structural steel observation deck, with wooden flooring, including a motorised security gate which would control access to the breakwater structure from the foot bridge. (e) A motorised security gate at the St. Elmo end of the proposed foot bridge, restricting access from the existing stone stairway to the footbridge. In collaboration with strategic partners, the Councils are looking to provide faster connectivity to selected rural areas currently experiencing very poor or no connectivity (< 2 Mbps). This project will provide an opportunity to deploy the most appropriate and effective technological solutions in each area to deliver reliable and faster connectivity. In taking forward this initiative, DCC and SCC are seeking to: — Significantly raise awareness within the businesses and communities of the economic and social benefits that can be realised through the use of appropriate ICT to augment business processes, improve sales turnover, realise efficiency savings and aid better communication, — Create a blue print for the implementation of rural broadband solutions that can be shared with any rural community, — Support green working in selected communities by providing the appropriate technologies and skills to enable working from home, or a local hub, — Reduce community isolation and overcome any digital divide through improved access to services through effective and greater use of ICT. A detailed breakdown of the project's objectives and targets are provided for information within the tender documentation. Funding contributions have been successfully sought from the European Rural Development Programme for England (RDPE) and Devon County Council's own resources, and tenderers must note that the RDPE physical infrastructure element of this project (lot 1) must be completed by March 2012.
