UK-Liverpool: electricity
The supply of electricity and additional goods, works and services to a portfolio of public sector bodies (as noted in section II.1.5) split into 2 separate lots being: Lot 1: flexible risk managed electricity on a rolling basis for up to 2 years; Lot 2: structurally purchased & flexible risk managed electricity on the basis of a rolling 3 year period. Although these lots are primarily for the supply of half hourly electricity and unmetered services (UMS), there are instances where non half hourly sites may be included. Please refer to the accompanying memorandum of information for more information on where this may be applicable. In 2009/2010, under the 2 existing single-sourced HH/UMS framework agreements, buying solutions risk-managed the flexible purchasing of power for customers who are demanding approximately 6.5TWh per annum. It is envisaged that these customers will migrate to either lot in stages as supply delivery periods under the existing arrangement expire. The MOD also has a framework that expires in 2012 and it is envisaged that this volume may migrate onto this framework (MOD volume is approximately 2TWh). Depending on other additional new customer take-up across the public sector, it is possible that the total demand for the 2 lots combined could reach as high as 14TWh per annum during the lifetime of the new framework. We are unable to predict how this volume will be split between the 2 lots. Our existing (and any new) volumes will be expected to transfer in stages, as supply delivery periods under existing arrangements expire, and therefore initial delivery volumes may be significantly lower. It is the intention - in pursuit of cost reduction and in support of other public sector policy objectives - to purchase a portion of the energy supply direct from generating plants (e.g. waste from energy and from CHP plants) under long term power purchase agreements (PPA). For both lots, customers may also require additional goods, works & services that help it control/manage and/or reduce their energy demand. It is envisaged that this will include, but not be limited to bespoke report generation; transparent balancing and settlement charges; new connections and site works; metering; demand side management; energy savings; automatic meter reading; feed-in tariff management; carbon reduction commitment advice and guidance and implementation of recommendations in order to reduce carbon output; billing verification. The provision of additional services should include feasibility, advice and consultancy and implementation (including the selection of equipment) for all energy and carbon saving projects or services. For both lots, customers will also require that part of their volume will be met from renewable sources and from good quality combined heat and power. Buying Solutions will be, in conjunction with the issue of this notice embarking on a consultation (separate to the actual procurement) allowing interested parties to comment on the proposed T&C's that will be issued in a final form attached to the invitation to tender (ITT). Once the closing date has passed there will be no further opportunity to comment on the Framework T&C's. As part of the Government's Centralised Procurement agenda, Buying Solutions, working with strategic partners within the public sector, is seeking to establish a pan government framework agreement for the supply of electricity and additional goods, works and services for use by UK public sector bodies including but not limited to those set out in VI.3 and the use of this framework agreement for the supply of electricity and additional goods, works and services to UK Central Government Departments, Executive Agencies and Non-Departmental Public Bodies (NDPS) will be mandatory.
