UK-Bristol: wind turbines
Bristol City Council - avonmouth wind turbine project. No Bristol City Council gained planning approval to build two wind turbines on a brown field site that the council owns in January 2009. The chosen site is a disused Shell oil tank site off Severn Road in Avonmouth. It was chosen because of its wind exposure, existing road access, straight forward grid connection and is over 500 m from the nearest dwelling. This is a flagship development by the council, setting a good example. This proposal is about producing green electricity and reducing the city's carbon footprint. Planning permission is for two turbines with capacity of up to 3 MW each. The Environmental Statement was for a maximum tip height of 131 metres. The type and size of the two wind turbines should be chosen to fully harness the wind available at this location. A 50 m mast was used to measure wind speed and direction for approximately one year in 2003. Once the technical viability of the wind turbines was confirmed, the following baseline surveys informed the comprehensive Environmental Impact Assessment (EIA): ecology and bird studies, telecommunications, archaeology, hydrology, surface water and flood risk, ground conditions, air traffic and marine navigation, noise and vibration, landscape and visual impact, air quality, traffic, transport and Public Rights of Way. The full EIA, ES and figures can be downloaded from the online planning database (http://e2eweb.bristol.gov.uk/publicaccess/tdc/tdc_home.aspx) using the application reference is 08/03724/FB. The Notice of Decision can also be downloaded, which details the Planning Conditions that will need to be met as part of this development. How this has changed: Last year we held a developers' information day on the 30.7.2009. At this time, the council were looking for a Partner to fund and develop the project. In order for the council to get the carbon credits, this meant having 51 % of a joint venture. This would have enabled the council to retire the ROCs (associated with the development) as and when the CO2 was needed to meet CO2 reduction targets/Carbon Reduction Commitments. It had not been possible to move forward on this until the legislation on Carbon Trading was clarified late last year and the Energy Secretary overturned the law banning councils from selling renewable electricity. Summary of where we are now: As the main objective of this project is to achieve substantial CO2 reductions for the council, whilst retaining flexibility for future changes in legislation in a cost efficient way, a report was taken to Cabinet on the 25.3.2010 recommending that Members approve the procurement of a contractor to design, build and maintain two turbines on behalf of the city council. The report identified the potential benefits of the council owning the wind turbines, and set out the reasons why this is the best option for the council. The council are therefore intending to tender for a contractor to provide an EPC (turnkey) contract for the design, supply and build, operate and maitenance of the wind farm. The council is to retain ownership of the wind farm and therefore benefit from the ROCs and the sale of the electricity from both turbines. This option gives the council full flexibility over whether to retire the ROCs in the future, thereby claiming the full CO2 savings and gives full flexibility for future changes in legislation. The council is currently working on mitigating the potential effects of the wind turbines on the radar at Filton Airport with Wessex Water, to meet our respective planning conditions.
