These are principally the provision of: — On and off-street enforcement, — A cashless parking service, — Processing of penalty charge notices (PCNs), including representations and appeals, — Dealing with payments and non-statutory correspondence, — Automated bus lane enforcement system, — Sign and lines maintenance. The contract will not cover telephone enquiries or issuing of parking permits, administration of suspensions or dispensations. Services in scope currently have a gross expenditure revenue budget approximating 4 500 000 GBP p.a and have approximately 90 full time equivalent posts. Enforcement is generally from 0700 to 2200 every day and 48 Civil Enforcement Officers (CEOs) issue some 140 000 PCNs per annum. They are deployed on foot, by car or on motorcycles to cover the entire borough which is a mixture of Controlled parking zones (CPZs) and areas of location-specific controls. CEOs also undertake the inspection of some 2 000 suspected abandoned vehicles every year. Within the CPZs paid parking is currently controlled by either pay and display or pay by phone. It is planned to remove all of the pay and display machines by September 2011 therefore no provision for any aspect of this service will be made in the contract. The pay by phone system will handle up to 1 000 000 transactions per annum, together with the cash at shop alternatives currently being developed. The processing of these PCNs, together with another 20 000 from an automated bus lane enforcement system, gives rise to some 600 000 items of correspondence per year. The contract will include responding to informal representations and enquiries; preparing and issuing decisions and case packs for formal representations and appeals and the receipt, processing and banking of payments at every stage. The contract will also cover debt recovery process, including providing and instructing bailiffs. The services are currently provided from council premises in North London Business Park and in Mill Hill East. These premises will not be available for use as part of this contract. Therefore, suitable alternative accommodation will be required. The council will make available the Civica CE operating system, which it will continue to host on its own network, although the contract will require the provision of all hand-held computer terminals and ancillary equipment required for enforcement. The contractor will include the provision of all stationery and consumables for use in enforcement and in any part of the recovery process. The contractor will be required to include the replacement or repair of missing time plates and markings throughout the borough together with the inspection and minor maintenance of fifteen surface car parks. It will also include the erection of temporary suspension signs. The Council is seeking to procure a parking service via the restricted procurement process. The contract is intended to run for 5 years with the option to extend for a further 2 years. The council will select the most economically advantageous tender that best meets our desired outcomes. If during the tender evaluation process it becomes clear that the no tender response is able to deliver our objectives, the Council reserves the right to reconsider its strategy.
