Smartcard back-office systems and smartcard provision. Kent County Council (KCC) is the largest local authority in England, working in partnership with 12 district councils and 289 parish or town councils to serve the needs of its 1.3 million residents. In 2009 KCC migrated out of ISL to its own HOPS, since then the Council has rolled out in conjunction with Kent's bus operators new electronic ticket machines (ETMs) that accept smartcard transactions. In 2010 the Council started a trial of 3,500 "smart" Kent Freedom Passes. In 2011 the Council became the travel concessionary authority (TCA) responsible for Kent's English National Concessionary Travel Scheme (ENCTS). This combined the original 12 Kent district schemes into one single database containing approximately 270,000 customer records. KCC utilises a smartcard bureau for production of all smartcards. The existing contracts all expire on 31.3.2012. Expressions of interest are therefore sought to provide Kent County Council with the following lots: Lot 1: an ITSO AMS/HOPS certified to version 2.1.4 of the ITSO specification and maintained to future versions of the ITSO specification; Lot 2: a card management system to run services including, but not limited to the Council's English National Concessionary Travel Scheme; and Lot 3: smartcard production to cover services including, but not limited to the Council's English National Concessionary Travel Scheme & Kent Freedom Pass. The successful tenderer will therefore be required to migrate data from current suppliers and provide a seamless service during the transfer from our incumbent AMS/HOPS, CMS and Card Bureau providers. KCC is pursuing the establishment of a regional partnership to enable other local authorities to access our AMS/HOPS, CMS and card bureau. The successful tenderer will therefore also be required to manage the migration of any partner authorities who wish to access the lots. Smartcards will initially be used for concessionary travel schemes, but Kent and other local authorities have aspirations to expand the use of Smartcards to other local authority services such as leisure and libraries. The supplier will be required to work with the Council to progress these aspirations. The contract will run for 5 years, with a potential extension for 2 years based upon performance. The Council seeks tenders from suppliers who can demonstrate that they meet the following requirements: — AMS/HOPS is certified to version 2.1.4 of the ITSO specification or certified to version 2.1.3 of the ITSO specification, with evidence of certification to the current version of the ITSO specification within six months of the contract commencing: — Annual turnover of at least 685 000 GBP for each of the last 3 years; and — 3 case studies / references evidencing a track record of running a similar ITSO smartcard service in the UK in the last 5 years.
