Housing Repairs and Maintenance Contract(s) 2013-2023. The notice involves the establishment of a framework agreement: no The purpose of publishing this Notice is to seek the views of the market on the most appropriate packaging arrangements that will be beneficial to the Contracting Authority, its leaseholders, tenants, residents and Contracting Authority's Council-tax payers (both current and future) and the successful tenderer or tenderers. The Contracting Authority is seeking to procure innovative private sector provider(s) to invest in, develop and provide a range of housing repair and maintenance services for its residential properties through a strategic partnering arrangement(s) (the "Housing Repairs and Maintenance"). The Contracting Authority wishes to establish a contract or contracts to provide responsive repairs, planned and cyclical maintenance works and services. The Contracting Authority is commencing this procurement as part of its overall Housing Revenue Account Medium Term Financial Strategy programme, a key part of which relates to how it seeks to procure its responsive repairs, planned and cyclical maintenance works. The Contracting Authority is also commencing a procurement for the delivery of Housing and Estates Services which is subject to a separate PIN. Both procurement requirements will be covered by the "Meet the Buyer" event, due to be held on the same day (see - section VI.2). It is envisaged that any contractual arrangements will be for approximately 10 years to commence late 2013 or early 2014. As part of the consultation the Contracting Authority is seeking views on the acceptable packaging arrangements (e.g. a 10 year contract with break provisions mid-point; 5 or 6 year arrangement with options to extend for 4 or 5 years, etc). The annual estimated value of works and services that is envisaged to be delivered under the Housing Maintenance Contract(s) will be 15–30 000 000 GBP of Responsive Repairs and Void Refurbishment Works to approximately 17 000 properties within the borough – although these amounts are indicative and will be subject to annual reviews. The Contracting Authority wishes to establish the most efficient method of service delivery (including consideration of options for clientside operations). In managing the delivery of services, the Contracting Authority's preference is for either a single contractual arrangement, or a dual supply arrangement splitting the borough into two geographic areas. In terms of service delivery two options have been proposed following informal market testing, these are: — Option 1 - Boroughwide sole supply contractual arrangement, — Option 2 - two separate lots based on north and south of the Borough. In accordance with section 20 of the UK's Landlord and Tenant Act 1985 and its subsequent amendments, the Contracting Authority has a statutory obligation to consult with its leaseholders on contract packaging arrangements. This consultation period started on 2nd March 2012 and lasts for a period of 30 days and consequently, the future consultation period with the market on the appropriate packaging options will have regard to any observations received from leaseholders, as part of this process. The principal outputs of the Housing Repairs and Maintenance contract(s) will be to: — deliver to specified performance and quality levels, — achieve sustainable efficiencies, — derive the benefits of an outcome-based model for the users of the Contracting Authority's services, — provide value for money and accountability for residents, — reduce revenue costs for delivery of the front-line services described in this Notice, — deliver continuous improvement and innovation. The services to be provided under the proposed contract(s) are planned, cyclical and responsive maintenance works and services but where a variety of other services currently provided in-house, including but not limited to the repairs call centre, and administration of various services such as voids repairs and gas servicing are likely to be included. The Contracting Authority will confirm this in the Contract Notice. Below is a general description of the scope of works and services, it is not exhaustive and may change when the Contract Notice is published. Responsive: Any responsive repair and maintenance works to the Contracting Authority's housing and commercial stock to also include minor void works, gas repairs, controlled access systems, aids & adaptations, pest control, security board ups, fencing and pathways, replacement windows, doors and roofs, but we are equally likely to carry out repairs to these elements on a Planned basis. Planned & Cyclical: Works to the Contracting Authority's housing and commercial stock including renewals and repairs to kitchens, bathrooms, windows, doors and roofs plus internal and external and communal redecoration, external repairs including concrete, brickwork and stonework repairs, and repairs and renewals to drainage, guttering and pipework. Additionally, renewal and repairs to heating installations, gas servicing (domestic & commercial), electrical upgrades, works to door entry installations. Other smaller works that are cyclical and still necessary include: portable appliance testing, vent fans, repairs and maintenance works relating to all fire detection and prevention systems, door entry systems, lightning conductors, aerials and communal TV systems. Also work associated with solar power generation, utility saving activities, general green technology, water tanks and pumps, grounds maintenance, asbestos and associated works, insulation works, major void works, and insurance-related works. Management and administration including call handling to/from residents; performance monitoring; key performance indicators; quality approach; management of sub-contractors. The intention of the Contracting Authority is that any property management IT services necessary to monitor and provide client management reports on the maintenance of properties and estates applicable to this contract and for activities as listed above are potentially in scope for this procurement but this may be reviewed in light of the consultation exercise now being undertaken. This may encompass repairs and maintenance recording, statutory inspections management, asset register and project management.
