The scope of the service will incorporate the design, implementation, project management, commissioning, maintenance and on-going service management of WAN, LAN, security, directories, internet, telephone network (infrastructure and lines and minutes), remote access services, CCTV, traffic management systems, public information systems, unified communications systems management and associated services. The Service is required to comply with national Public Sector Network (PSN) initiative and requirements as published by the Cabinet Office, in particular: public sector network framework: http://www.cabinetoffice.gov.uk/resource-library/public-sector-network. Other compliance requirements include: — Code of Interconnection (CoICo), or Code of Practice (CoP) compliance for connectivity to Government Conveyance Network, — Code of Connection (CoCo) requirements as they relate to services outsourced by the BucksPSN Partnership. The resultant contract shall provide a framework to deliver collaborative services across the public and voluntary sectors within Buckinghamshire and neighbouring organisations connected to the Government Conveyance Network. The scope also extends the potential number of contracting authorities able to access the new contract. Mental health Wellbeing Centres. Hampshire County Council and NHS Hampshire operating in partnership are seeking to set up a number of Wellbeing Centres across Hampshire. The Wellbeing Centres will support people in their recovery from serious mental health problems and keep people in the community well. They will provide bases from which services are provided to develop service user independence and self esteem and care and support are accessed or provided. In rural areas of the county the centres will also provide a base from which services may be taken out into the community. Specifically, support will be provided to ensure increasing numbers of service users are able to live in settled accommodation, gain or retain paid employment, develop positive relationships, become less socially isolated and make a positive contribution to the communities they live in. Central to this will be the development of peer support, social enterprises and a high degree of service user involvement in the development of the centres and their services. The centres will have links to other types of services such as advocacy or carer support and will provide information on complimentary therapy service provided by the independent sector. The centres are intended to be very much community focussed with positive links to the Police and local businesses, schools and GP surgeries. Housing and employment resources will also be available.
